“TOXICS” USE/ENVIRONMENT REDUCTION WORKSHOP 2.00-3.30
Scottish Hazards Conference 8th November 2018 (1)Introductions from those attending. Who they are , what they hope to get from workshop (2) What is TUR? Brief introduction (3) Tools and sources available (4) Case studies (group work) – either drawing on examples the group has brought with them or some worked examples (5) Feedback and ways forward. TUR Principles and practice
Problem Solving Legge principles 1900s on hazard removal OHS laws on technically feasible/practicable COSHH on removal of hazards at source REACH on reducing hazards through restriction or removal Fits into sunsetting, just transition, citizen science and PAR (mapping) Links to:- environment and green jobs. control of work employment prospects alternative economic strategies & plans economic benefit. Water for solvents. Restricting 4 phthalates (EDCs) in Denmark saves 1 million kroners a year sustainability and climate change Problem shifting – unforeseen consequences? manufacturer/supplier/employer to worker, community, public health - safe worker not safe workplace consumer/user to worker - fumigating food & worker risk not consumer risk - lifting & handling in health care & retail? - nanotechnology in drugs, cosmetics & clothes? worker to worker for example production to maintenance & cleaning? Numbers of workers affected & hazards? frying pan & fire syndrome - TUR ‘regrettable substitutes’ risks. Trichloroethylene (TCE) by n-hexane, BPA for BP, solvents for water - insulation improvements with flammable materials. Maintenance workers gain, tenants & emergency workers lose? worker to the environment mooted but not correct. Change OP sheep dips to synthetic pyrethroids [frying pan and fire/ there is no alternative (TINA) policy?] Environment to worker/user – aerotoxics, aircraft cabin air & fuel economy reducing workload by mechanisation & chemical treatments eg: laundry work, wood mills, agriculture. Injuries down, illnesses up? Andrew Watterson 8th November 2018

Massachusetts Toxics Use Reduction Act 1989 – 1st in USA
Goals of the Massachusetts Law (Worker OHS win, environment and community win, business/employer win) Achieve 50% reduction in byproduct (waste) by 1998 Establish toxics use reduction as the preferred means of compliance Promote the competitive advantage of Massachusetts Industry Reduce the production and use of toxic chemicals The program has focused on some 190 chemicals and involved over 1000 firms The program has focused on some 190 chemicals and involved over 1000 firms Andrew Watterson 8th November 2018 6

US Massachusetts Toxics Use Reduction Act Data Base - TURAData
Under the Toxics Use Reduction Act, about 600 companies in Massachusetts must report annually on toxic chemicals used and toxic byproducts generated. This information has been collected for the past 20 years and resides in a database called "TURAData“. Facility, chemical or community use Andrew Watterson 8th November 2018

Tools for TUR? Research including alternative assessments to employers, government etc For example occupational health, safety and environment impact assessments, lifecycle analysis that included makers, users and waste disposal workers Information Workplace organisation Safety rep/worker rep inspections and reporting Regulation “To combat regrettable substitution, mitigation options are suggested, including information-based tools for the identification of safer alternatives and an improved accessibility of information on production volumes and uses of chemicals to allow for an improved assessment of chemical's risk” Sackman et al 2018 Scandinavian study Andrew Watterson 8th November 2018

TURI Pollution Prevention Options Assessment System (P2OASys) tool 2018. tool to help companies determine whether the toxics use reduction (TUR) options they are considering improve upon their existing process when looking at environmental, health and safety topics. By using P2OASys, unforeseen negative environmental, worker or public health impacts may be identified prior to adopting the proposed changes. Andrew Watterson 8th November 2018

Note elements of criteria Many for technical – typical, because needed to show alternatives usable EH&S criteria focused on issues of particular concern for chemical and application Andrew Watterson 8th November 2018 12 12

Total Use – TCE, Formaldehyde and DEHP
Formaldehyde – steady decrease since 1992 (peak business for Dodge Chemical – mfg or embalming fluids) DEHP – relatively steady decrease TCE – relatively steady decrease Andrew Watterson 8th November 2018 13 13
