EMERGENCY or CRISIS - ESS ‘guideline’
SEVERE INCIDENT/EMERGENCY CRISIS Serious injury to personnel Incident involving risk to the environment Incident involving risk of extensive economic harm for a sub-project Incident involving risk of damaged confidence for a sub-project and its stakeholders Death or critical injury to personnel or third party Major incident involving risk of serious harm to the environment Risk of major economic harm for the ESS project Risk of damaged confidence for the ESS project and its stakeholders Major threats and/or sabotage to ESS

ESS Emergency Response Team
An operational team trained in re-establishing normal operations following an operational deviation shutting down operation prepare activities where there is an indication of an upcoming challenge to the normal operating conditions. Act on alarms, support municipal emergency services and police during a rescue operation/intervention and escalate in to ESS Crisis Management Team on pre determined criteria. In place on 24/7 Operational staff (Machine operators, RPT and guards) with authority to take immediate actions.

ESSm Crisis Management Team
A strategic group with competence to enable an efficient work to support quick and well thought through decisions during a crisis. Ensures that preparations are taken so that a crisis is controlled in its early stage and can be managed in a way reducing the risk to the public, environment, employees/associates and the impact on the operations. To be in place within 1 hour. ESS managers with authority to enable resources

Emergency Response Team (ERT) Construction Site
SEC has established routines on site in case of an accident/emergency An Emergency Response Team (ERT) is established (ESS and Skanska staff) An emergency notice on ‘how to act’ is posted at the site office and other strategic places Routine of how to inform and escalate to the ESS Crisis Management Team is established Emergency drills have been performed together with municipal rescue services

Crisis Management Team (CMT)
ESS has established its CMT, and first routines in 2014 for the start of construction Staffing of the CMT is now adjusted to meet challenges related to installation/commissioning The first crisis management (table top) exercise has been performed Routines are further developed and completed as we progress

Requirements from SSM and other authorities
SSM & Local County Board have requirements on ESS emergency preparedness ESS Emergency Response Plan aims to meet requirements and to be used in planning for initial operation. ESS analysis of accidental and antagonistic scenarios form the basis for ESS defense in depth and emergency response planning The Emergency preparedness Plan and Intervention plans shall be coordinated with corresponding plans for Municipal Rescue Services and Police. ESS systems for communication shall ensure internal communication and between the facility and authorities Municipal Rescue services, Police, SSM and other authorities shall be able to use their own communication system (Rakel) based on TETRA standard ESS Emergency response plan shall be tested in a full scale drill before SSM gives approval on “Beam on target”

ON GOING PLANNING Functions of importance during an emergency and when the CMT is activated. The functions need to be in place and the organization to be trained BEFORE permission from SSM for Beam on target. A full scale drill shall be executed 6 months before expected permission to ensure that ESS has an emergency response capacity and capability.
