ESS proposed upgrade evaluation plan
FoM = (Counting Rate Gain Factor x Science Capability) / SQRT(Disruption x Cost) Counting Rate Gain Factor: gain factor compared to day - one version, scaled by how large a fraction of experiments make use of the upgrade Science Capability: scientific impact of the upgraded configuration, ranked from 1 (low) to 5 (high) Disruption to User Programme: Ranked from 1 (low) to 5 (high) Cost: The cost in M€ of the upgrade, rounded up to 1 for upgrades which cost less than 1 M€ Cut-off FoM is about 1.5 STAP advice about the input metrics to the FoM calculation
