2 STORY OF BELGIUM Belgium officially the Kingdom of Belgium, is a country in Western Europe bordered by France, the Netherlands, Germany and Luxembourg. Belgium is home to two main linguistic groups: the Dutch-speaking, mostly Flemish community, which constitutes about 59 percent of the population, and the French-speaking, mostly Walloon population, which comprises about 40 percent of all Belgians. Additionally, there is a small ~1 percent group of German speakers who live in the East Cantons.

3 HISTORY After the Napoleonic wars, "Belgium" was briefly reunited with the "Netherlands" in a forced "merger" as part of the peace settlement. It was unhappy under Dutch rule, rebelled in 1830, and became an independent country in 1839. Belgium seceded from the Netherlands under treaty in 1830.Oct 12, 2011

According to the constitution , the no. of Dutch and French-speaking minsters shall be equal in the central government. Since both lingual communities have their own problems, no single communities can make decisions. The state government have been give many powers of the central government of the two regions of the country. Apart from the central and  state govt. there is a third kind of govt. elected by the diffrent lingual groups

5 Power Sharing in Belgium and Sri lanka
Belgium 1.They adopted a policy of power sharing.  2. They gave equal powers to all communities.. minor or major doesn’t matter 3.It solved the problem.  Sri Lanka 1)They adopted a policy of Majoritarioism. 2) They gave preferences to the majority Sinhala group alone, disregarding the minority 3). It only increased the problem

6 Forms of Power Sharing HORIZONTAL
Horizontal distribution of power aliows different forns of govt.. placed at same level to exercise different power FEDRAL Govt. at diffrent level can share power amoung them.a general govt. like this ia called Fedral Govt.

7 COMMUNITY GOVT. Different social groups , such as religious or linguistic groups will share power. Minorities are also given power in this method. COALITION GOVT. Sometimes when two or more parties form alliance to contest in elections or to rule a country it is called a coalition govt.
