How did we get Here? 1. NRC granted Edison massive Emergency Planning EXEMPTIONS NRC Exemptions = safety approvals Edison used safety approvals to change Emergency Plan Edison then used safety approvals to secure CA Coastal Commission (CCC) permit to bury waste CCC granted permit against U.S. Navy

Edison’s claim: “the plant is closed, the risk is low.” Nuclear Waste Dump Risk: Never Assessed: Built on an Earthquake fault No seismic rating for cans Tsunami Inundation Zone Adjacent to Interstate Highway & Rail Corridor Cut Federal requirement for State planning Reduced emergency response funds Eliminated Edison's obligation to inform Public Endangered an unknowing Public Exempted Edison of responsibility unnecessarily

June 5, 2015: EDISON CHANGED EMERGENCY PLAN
Emergency Plan changed within 24 Hours! NRC directs FEMA to no longer: ‘Review, monitor, report activities associated with Off-site radiological emergency planning & preparedness.’ FEMA then notified FEMA Region 9 FEMA Region 9 notifies Office Emergency Services (OES) OES s San Diego & Orange County Emergency Services

County could write NRC about canister safety issues County could sponsor ‘RAIN’; Realtime radiation monitoring County could pass independent radiation monitoring ordinance Get San Onofre onto the County’s Board Agenda for public discussion County commitment to public transparency; no private lobbying & no more secret deals Review
