What is Government? The institution through which a society makes and enforces its public policies.

Powers of Government Legislative Power Executive Power Judicial Power
Power to make law and frame public policies Power to execute, enforce and administer law Power to interpret laws, to determine their meaning, and to settle disputes that arise within the society

The State Definition – a body of people living in a defined territory, organized politically and having the power to make and enforce law without consent of any higher authority.

Four Characteristics of a State
Population Simply the people living within a state…size of population has no bearing on statehood. Territory The known and recognized boundaries. Sovereignty Supreme and absolute power within its own territory. Government The political organization of a state.

Purpose of Government We the people of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America -Preamble to the Constitution
