Second Hand & Surplus; Repair / refurbishment / upcycling; Recycling Charities, funded projects, social ent, sole traders/franchise NO Prep for reuse, repair-only, community composting Partnerships / funding Privatised sector in Ireland, public in NI A few with EPA, authorities (one in Ire, mostly NI), private sector (with donors) Several projects through Local Partnerships (ESF funding Our network is all-island, includes 22 members of which one member has 43 members (ICSA). CRNS has 119 full members! Majority are charities or social enterprises. A few members fully funded projects by EPA, and 3 x affiliate members. Materials covered – general household goods through charity shops & online exchanges, industrial symbiosis, food, creative resources, textiles, furniture, paint, bicycles, WEEE. Limited whitegoods or building materials, only 2 x doing bicycles or paint. No preparation for reuse, composting or repair-only (some upcyclers increasingly focussed on repair though). Only 2 doing house clearances, no tool libraries, no starter packs for social housing. No events, only one kerbside/skip hire company. Waste sector is privatised so relationships vary & tend to be limited. Interesting in CRNS Very few members reported that they did not work in partnership as in Ireland most do not. Some directly funded such as FreeTrade & SMILE by EPA. A few have partnerships with local authorities/ regional authorities such as Rediscovery Centre now National Centre for Circular Economy or members in NI. Some private sector partnerships e.g. Tesco & FoodCloud or foster relationships like ReCreate, Rehab, Camara & their donors. REACH Geographical distribution – outlets in every county in Ireland through ICSA, plus 3 in Belfast region. Outside this mainly Dublin, little in SE corner or Connaught/Ulster region. Few undertake waste education and awareness projects with the public – Rediscovery Centre & ReCreate, Bryson via CAS & HHW recycling, Reach Geographical – ICSA everywhere, otherwise mostly Belfast, Dublin & Cork. Only one in West & none in SE Few do education / awareness (3 of 22)

3 Policy & Investment National Policy - 2012
Regional Policy – Key elements of national policy: NWPP (see EPA) to support reuse as well as local authorities (see regional policy); PRI review to make recommendations for reuse through PRI schemes; Public sector reuse policy through procurement. Established framework for provision of waste management services through three new waste management planning regions. No mention of mattresses. Regional Policy: Responsible for administering the waste plans, statutory documents prepared by the local authorities to ensure that European and national mandatory targets are achieved including achieving 50% recycling target, reducing to 0% untreated waste going to landfill and most ambitiously & importantly (though ignored) reducing household waste generated by 1% per year. Plans include more for reuse incl min €0.15/inhabitant to be spent on prevention projects (still improving); aim to set aside 10% for reuse at CAS; review spend on waste hierarchy & prioritise prevention/reuse EPA strategy: National Waste Prevention Programme - €1.8M approx of which €0.6M research Job schemes – Ireland at full employment… schemes reducing.
