Components of the Chapter
▪ Chapter / Executive Manager ▪ Board of Directors ▪ Divisions based on number of IBEW Locals assigned to the Chapter ▪ Membership in Divisions (physical location of the office) ▪ Division Chairman (elected from that Divisions members) ▪ Election of Officers (selected from Board members)

How does the local Chapter interact with National NECA?
▪ Charter issued by National NECA to the local Chapter ▪ bottom up vs. top down? ▪ each Chapter is autonomous (Chapters operate autonomously, elect their own officers, set their own dues and services charges, and determine their own priorities. Each chapter operates its own local programs and may provide services for its own members in addition to the national NECA programs.) ▪ Field Representatives and their role (4 reps. Per region) NECA is the only Manag. Association with this interim level of assistance to its Chapters. Interact with the IBEW I.O. Reps. 2nd tier up the chain from the Chapter office. NECA member’s first call for assistance and information should be to his or her local NECA Chapter office.

Chapter / Executive Manager
▪ also known as “Executive Director” ▪ fully selected business representative of the Chapter ▪ no voting power in the business of the Chapter ▪ manage the activities of the Chapter under the supervision of the Board of Directors ◦ record minutes of all meetings of the Chapter and the Board of Directors

◦ cooperate with and be an ex-officio member of all committees (Trustee for Funds, JATC, Labor-Mgmt.) ◦Keeps the books of the Chapter ◦responsible for collection of all dues and assessments ◦responsible for management of the Chapter office ◦encourage members to make use of educational and business opportunities provided by the National Association ◦adjust grievances and disputes as far as possible between members or members and employees (Negotiations for Agreements – primary function of Labor Relations)

◦ submit all Chapter and Division negotiated agreements to National NECA ◦ maintain Bylaws ◦ notify National NECA of approved memberships and terminations ◦ promote and make effective the “Objects” for which the Chapter was formed
