Bringing Innovation to the Government by Leveraging Partnerships with Industry Available to all Federal Agencies in partnership with Commerce’s NTIS. JVP projects often bring national level impacts across the Government. Independent of the FAR, NTIS provides direct, effective engagement with industry to address data science needs in an Agile manner. Project Budget: Requires Minimum Budget of $1 Million. Interagency Consensus: Requires interagency agreement (U.S. Treasury Forms 7600 A&B). Scope: Requires Agency’s project scope to be within the data services mission areas of NTIS. Participation: Requires acceptance by Agencies’ legal counsel regarding Agreement’s Terms & Conditions. Participation: Requires active Agency involvement for evaluations of submissions by Joint Venture Partners. Agency Requirements for Joint Venture Partnership (JVP) Project Project Budget: Requires Minimum Budget of $1 Million Interagency Consensus: Requires interagency agreement (U.S. Treasury Forms 7600 A&B). Bringing Innovation to the Government by Leveraging Partnerships with Industry A Framework… for Accelerating Government Results Ideate Fed-to-Fed Collaboration – Understanding Strategic Data-Driven Priorities, Authoring Problem Statement & Kickoff of Interagency Agreement Conceptualize Fed-to-Marketplace – Hosting a “straightforward conversation” with pre-vetted Joint Venture Partners and Authoring Formal Opportunity Announcement Propose Partner Proposal Submissions – Hosting evaluation panel to perform merit-based review of partners’ proposal & presentation submissions. Partner Partner Selection – Hosting evaluation panel and authoring NTIS financial assessment (reasonableness of labor categories) to provide selecting official. Implement Agreements & Kickoff – Beginning project kickoff immediately after agencies’ legal counsel accept terms & conditions of interagency agreement.
