7. Our Vision for the Parish
By 2031 Ellingham Parish will have a vibrant and well-connected rural community with residents spanning the age range. This community will have retained the rurality of the Parish and conserved and enhanced the local environment. Community facilities will flourish and local businesses will be supported and will be able to take full advantage of the tourism opportunities available. Special spaces and places which are part of this Parish will be protected for future generations. New housing development will have taken place in the settlements which will help to secure a permanent and sustainable community attractive to people of all ages.

8. From This Vision, The Following Objectives Have Been Defined:
Objective 1: Housing in Settlements
“Ensure that new housing sites within the Parish are provided with the aim of creating a permanent, vibrant and sustainable community with a mix of ages with a particular emphasis on encouraging young families.”
Objective 2: Local Employment and Rural Business
“To support and sustain the rural economy”
Objective 3: The Natural and Historic Environment
“Protect heritage assets and identify non-listed heritage assets that are of local importance. Protect special green spaces which contribute to parish character and are valued by the local community”

9. Objectives Continued Objective 4: Community
“To develop the strength and cohesiveness of the community by protecting and maintaining existing and new community facilities and ensure facilities and activities are available for people of all ages”
”Objective 5: Walking and Cycling
“To improve cycling and walking opportunities, as well as opening up links between places wherever possible.”

10. DRAFT HOUSING POLICY The Plan supports:
ALL NEW DWELLINGS WITHIN THE PARISH SHOULD BE FOR PRINCIPAL RESIDENCE (NOT SECOND HOMES/HOLIDAY HOUSES)
SMALL DEVELOPMENTS UP TO 10 HOUSES IN ELLINGHAM AND CHATHILL
SMALL INFILL DEVELOPMENT
THE BUILDING OF AFFORDABLE HOUSING

11. DRAFT EMPLOYMENT AND ECONOMIC POLICY
The Plan Supports:
An increase in the number of permanent jobs in the Parish and to improve opportunities for working from home- ie improving broadband speed and infrastructure –for example, minimising travel requirements.
The “change of use” of buildings, for employment purposes – for example, the Church and Brockdam.

12. DRAFT AGRICULTURAL POLICY
The Plan Supports:
The active encouragement of agricultural development and diversification
Housing for agricultural workers should be centred around need for on site housing and sited/located near the agricultural need
New agricultural buildings should be located so as to not cause conflict or interference with existing housing

13. DRAFT NATURAL AND HISTORIC ENVIRONMENT POLICY
The Plan supports:
The identification and protection of heritage assets that are of local importance and contribute to Parish character and are valued by the community. These include:
St Maurice’s Church Chathill Station
Cup and Rings (Wandylaw) Ellingham Hall etc.
The short/medium term provision of a kitchen and toilet facility in the Church, for the benefit of residents and visitors and in the longer term to create a strategic plan for the Church to develop into a multi function hub for the community.

14. THE NATURAL AND HISTORIC ENVIRONMENT (Cont.)
The Plan supports:
The protection of identified green spaces including:
Glebe Field in totality
Village Green
The Swiney and Swinewoods
Ancient Oaks and the replacement of Oak trees etc.
Retention and rejuvenation of woodland areas ie Hagg Wood; Wandylaw; Broadwood, The Avenue etc.
The protection of red squirrels and their habitats.
The protection of Scientific Sites of Special Interest (SSSIs) within the parish.

15. DRAFT COMMUNITY POLICY
The Plan supports:
The protection and maintenance of existing and new community facilities to ensure that they are available to all people in the Parish.
The building of a new Village Hall and the provision of car parking within Ellingham.
The development of the Church as a community Hub.
The provision of B&B accommodation and the restriction of new houses being used for second homes/holiday houses.
The provision of marketing and information to attract tourists to the area.

16. DRAFT WALKING, CYCLING AND TRANSPORT POLICY
The Plan supports:
The creation of new footpaths and bridleways.
To promote healthy living and enjoyment of the countryside for all of the community.
The creation of new cycle paths – particularly Chathill to Brunton in order to alleviate potential conflict with farm traffic.
The promotion of more public transport within the Parish.
