Design-Build Design-Build History Current Projects MD 32 – Phase II Traffic Relief Plan Overview

4 Design-Build History MDOT SHA’s Design-Build program began in 1997
Over 45 projects have been completed or are in final design/construction Delivered $2.5 B Intercounty Connector (ICC) project Maryland 7D - Elkton

5 Design-Build History Projects vary in size from $1 M to $105 M
Total value of Program since 1998 is over $1.0 B Utilized both low price and best value selections 11 contracts at estimated $600 M have been/will be procured in MD 216 Relocated

6 Types of Design-Build Contracts
Lump Sum (Bridging Design-Build) Price may be Variable (Fixed Scope/Variable Price) Price may be Fixed (Variable Scope/Maximum Price) Progressive Design-Build (Guaranteed Maximum Price) Unit Cost

7 US 219 – I-68 to Old Salisbury Road
Purpose – Respond to planned economic development and complete portion of Appalachian Development Highway System. Why DB was chosen – To meet accelerated schedule. Contract Method – Lump Sum Fixed Scope Best Value Selection Usage of Incentives/Adjustments (5% of the contract value) Early Completion Environmental Reduction and Mitigation Price Adjustments

8 I-270 Innovative Congestion Management
Purpose – Move the most traffic the furthest and the fastest – safely while minimizing operations & maintenance costs and being adaptable for the future Why DB was chosen – Maximize innovation in developing solutions. Contract Method – Progressive Design- Build Fixed Price - $100 M Best Value Selection

9 Streamlined Design-Build
Contract Method – Unit Price Low bid selection / Multi-Step Sealed Bidding Contract will identify scope of work / items of work Bidder will bid on major items Items for Mobilization and Engineer’s Office will be provided Additional LS Design-Build item to cover design and incidental items needed for construction Potential Projects I-270 Noise Barriers NPDES Stormwater Management Remediation

10 MD 32 Phase II Color Status Completed Under Construction Phase II
Future Project

11 Project Goals Maximize the project elements to improve corridor traffic operations and safety while being compatible with future planned corridor improvements Minimize inconvenience to the community and the traveling public Minimize overall impacts (utilities, environmental resources) and provide proactive coordination.

15 Maryland’s Traffic Relief Plan

16 Maryland’s Congestion Challenge
Congestion limits economic growth and diminishes the quality of life 2nd longest commuting times in nation 98% of weekday congestion in Baltimore/Washington region $2.05B annual cost of congestion

17 Maryland’s Congestion Challenge
The National Capital Region is the most congested region in the nation based on annual delay and congestion per auto commuter. I-270, I-495, and MD 295 are among the most congested corridors in Maryland

18 Maryland’s Congestion Challenge
Daily: I-495 carries more than 240,000 people and is congested 10 hours per day I-270 carries more than 260,000 people and is congested 7 hours per day MD 295 carries more than 120,000 people and is congested 7 hours per day

19 Speed on I-495 Between American Legion Bridge & I-270 Spur

20 Revenues vs. Needs Current funding cannot maintain state of good repair and the need for expansion

21 Traffic Relief Plan Transformative Solutions
Combined with other statewide Transportation efforts New Express Lanes on I-495 New Express Lanes on I-270 Seek transfer of MD 295 and add Express Lanes

22 Public Private Partnerships
Seek P3 agreements on I-495 and I-270 to Design, Build, Finance, Operate and Maintain new lanes Financing Accelerated Delivery Innovation from the private sector

23 Results Additional Capacity to I-495 and I-270
Transform busy interstates from parking lots during rush hour Remove overflow traffic from local network and neighborhoods Additional Capacity on MD 295 Deliver relief to 120,000 people Improve MD 295 to state of good repair

24 Current Status Issued Request for Information
Steering Committee approved P3 concept Approaching U.S. Department of Interior and MD Congressional Delegation about MD 295

25 Next Steps Continued P3 Industry Involvement
Industry Forum – December 13, 2017 Under Projects, Traffic Relief Plan One-on-One Meetings Planning Activities on I-495 and I-270 Develop P3 solicitations and contract documents Approval process for P3 by MDOT and Maryland Board of Public Works Continued discussions with U.S. Department of the Interior
