LAMAS Working Group 7-8 December 2015
Agenda Item 2.2 LFS implementing regulation -Proposal for the way the discussions could be structured
2
IESS Framework regulation
Already specified: list of topics and detailed topics to be covered, precision requirements, sample characteristics, periodicity and data transmission deadlines To be developed: Implementing acts specifying the technical elements of the particular data collection (Article 5.1) Implementing acts setting out the modalities and content of the quality reports (Article 12)
3
LFS implementing act: structure (1/2)
Article 1: Aim Article 2: Definitions Article 3 and annex: List and description of variables (incl. the 8-yearly modules) Article 4 and annex: Statistical classifications Article 5 and annex: Statistical populations, observation and responding units Article 6 and annex: Reference periods and dates
4
LFS implementing act: structure (2/2)
Article 7: Sample characteristics variables to be collected on a full sample variables which can be collected through sub-sampling (and associated precision requirements) weighting factors consistency between annual sub-sample totals and full-sample annual averages Article 8 and annex: Fieldwork Article 9 and annex: Quality reporting Article 10: Reports (to be submitted to European Parliament and Council every 5 years)
5
LFS implementing act: discussion
Already agreed: Articles 1 (Aim), 4 (Statistical classifications), 6 (Reference periods and dates), 7 (Sample characteristics), 9 (Quality reporting), 10 (Reports) Parts of Articles 2 (Definitions), 3 (List and description of variables), 5 (Statistical populations, observation and responding units), 8 (Fieldwork) To be discussed: definitions of private hh and usually resident population description and codification of variables and explanatory notes use of proxy interviews use of more input harmonisation for the 'employment status' and 'looking for work' detailed topics
6
How to organise the discussion? (1/4)
3 Task Forces : TF1 = Input harmonisation for the part of the LFS implementing act devoted to input harmonisation (flow charts, simplified model questionnaire or …) Wording of questions harmonised? Further harmonisation of concepts? -> closely linked to the work of TF HMEU TF2 = Detailed topics and regular modules for the list and description of variables included in detailed topics requiring specific attention (8-yearly modules, dependent self-employment, working time) TF3 = LFS implementing act and variables list for a consolidated version of the LFS implementing act, gathering all findings and recommendations from the other TFs, including the final list of variables for all topics
7
How to organise the discussion? (2/4)
TF1 = TF2 = TF3 =
8
How to organise the discussion? (3/4)
TF1 = Input harmonisation for employment/unemployment but also definition of private household and usually resident population TF2 = Detailed topics and regular modules for the description of variables, including regular modules TF3 = LFS implementing act and variables list for the LFS implementing act, including the final list of variables, but also for the discussion on subsampling
9
How to organise the discussion? (4/4)
TF membership All EU and EFTA countries participate in 1 TF, to give a broad representation and spread the burden Experienced LFS experts, preferably with LAMAS experience Number of participants in each TF reasonably even, though TF3, given its overarching role, could be made of more members than TF1 and TF2 Co-chair One LAMAS delegate from an NSI will co-chair each TF
10
Planning of the discussions
11
Exchange of views Participation in more than one TF? No participation?
Which elements go in the LFS implementing act or in some common implementing act? Discussion on proxy Short time between some meetings
12
LAMAS is invited to: comment on the LFS implementing act structure
take note of the issues that still needs to be discussed within LAMAS agree on the 3 proposed TFs comment of the proposed indicative planning
