As specified in ECE-TRANS-WP Rev.26 (Status of the 1958 Agreement), both “Approval Authorities” and “Technical Services” are officially assigned by each country for each regulation and these terms are clearly differed in the Agreement.
Japan proposes the modification of the relevant parts(especially chapter 6.,7. and 9.) in the regulation annexes to describe that both AA and TS can carry out the testing.
