Who is the Head of Activity?
The Head of Activity (HA) (or Commanding Officer) is accountable for the performance and management of their command or activity’s GPC program. The HA is responsible for overseeing proper program performance by reviewing and signing their activity’s Semi-annual GPC HA Review. GPC Program Participants SP3 Ensuring management controls and adequate supporting resources are in place to ensure proper use of the GPC. Approving the required internal operating procedure for their activity. Ordering investigations when appropriate and following through on investigation results. Completing their organization’s required HA training and forwarding a copy to the A/OPC for recordkeeping prior to signing the semiannual review. Ensuring appropriate disciplinary action has been taken. Overseeing proper program performance by reviewing and signing their activity's semi-annual review. What duties does the HA (or the individual delegated to act on the HA’s behalf*) perform? Determining the need for a GPC program and initiating the request to establish a GPC program from the appropriate Head of Contracting Activity. Appointing, in writing, qualified personnel to perform GPC program duties. The HA may delegate authority to appoint Cardholders (CHs) and Approving Officials (AOs) / Certifying Officials (COs) to the activity-level Agency/Organization Program Coordinator (A/OPC) or Oversight A/OPC. Ensuring proper separation of duties among personnel. Establishing and maintaining a command climate to prevent personnel who originate requirements or purchase requests from having undue influence over the actions of an AO/CO and CH. *The HA may delegate responsibilities within their chain of command to a qualified individual, such as their deputy or the command or activity’s Head of Contracts. How is the HA involved in the Semi-Annual Program Review? Semi-annual HA reviews, a consolidation of the previous six monthly A/OPC reviews, are conducted to ensure adherence to internal controls and facilitate senior management’s awareness of their GPC program’s health. The semi-annual review is initiated by the A/OPC in Insights on Demand (IOD). It is an aggregation of the A/OPC’s organization’s six previous monthly A/OPC reviews. The A/OPC at each level briefs their review results to their HA, obtains the HA’s signature on the report, provides a scanned copy of the signed report and any other review documents to the next higher-level OA/OPC, and certifies in IOD that they have completed their semi-annual reviews. The A/OPC retains their final signed documents. Each OA/OPC (up to two tiers), if assigned, summarizes the reports received from their A/OPC or lower-level OA/OPC, reviews the results with their HA, obtains the HA’s signature on the report, provides a scanned copy of the signed report and any other review documents to the next higher-level OA/OPC or CPM, and certifies in IOD that they have completed their semi-annual reviews. The OA/OPC retains their final signed documents. GPC Program Participants SP3 The HAs’ signatures indicate their concurrence with the findings, discrepancies, and administrative actions reported. The report then moves through the Level 2 CPM, Senior Procurement Executive (SPE), and finally, Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) Defense Pricing and Contracting (DPC). What training does the HA need? Initial completion of CLG 001, DoD GPC Overview; and IOD Data Mining training is highly recommended. Some components have other specific training requirements for HAs. What role does the HA play in PIEE/JAM? The HA is responsible for approving the appointment of users in the OA/OPC, A/OPCs, A/BOs, and CH roles. The HA may delegate the authority to appoint A/BOs and CHs to either the OA/OPC or A/OPC. OA/OPCs also may be given the authority to approve A/OPCs.
