Support and strengthen the participation of local communities in improving water and sanitation management 25% of drinking water services in Costa Rica are managed by Communal Organizations. Fragility in the community management to supply services water and sanitation. Communal leaders are involved in a voluntary and committed work to supply and manage water in communities. High risks of contamination of water sources that supply the community water systems No leadership, support and control by the governing body.

Strategic axes on the Policy
New water culture: protection of water resources, education, participation and transparency.. Institutional strengthening: financing the development of technical capacities on water and sanitation, inter- institutional coordination and cooperation. Strengthening management public services: ensure quality of services, financial sustainability, risk management. Synergies and strategic alliances: with Government, local and private stakeholders, citizens. Appropriate arrange for water and sanitation community management: associativity, integration, new actors.

Outcomes/ lessons learnt/ next steps
Near 1400 community associations in our country providing on water and sanitation services. The strengthening of these associations requires a national commitment of all actors involved in Water Sector. It is necessary to empower communities to ensure sustainability (economical, technical and operational) of water and sanitation services. Currently working on a National Policy for Sanitation and Wastewater Management.
