1 Suspicious Activity Reporting & How Your Observations Can Help Prevent Attacks.

2 National SAR Initiative
Tool to help prevent terrorism and other related criminal activity Creates a unified process for reporting, analyzing, tracking, and sharing intelligence Collaborative effort by Federal, State, Local, Tribal, and Territorial law enforcement partners.

3 Suspicious Activity Report (SAR)
Reports of activities and behaviors related to terrorism Focuses on intelligence gathering or pre-operational planning Sources: Incident reports, field interviews, 911 calls, public tips No report can be made base solely on race, ethnicity, national origin, religion, or any exercised First Amendment right. Between1995 to 2012 – SARs were the third largest source of initial signs leading to foiling terrorist plots.

Behaviors, not appearance: Surveillance Information Elicitation Misrepresentation Theft & Vandalism Breach/Attempted Intrusion Photography of Critical Infrastructure Material Acquisition & Storage Recruiting & Financing

5 Additional Indicators
Regular/ Reoccurring 911 complaint calls to same address Obvious nervousness Tunnel vision (staring straight ahead) Missing or stolen uniforms, credentials, Clothing not matching the weather access cards Hands hidden from view Not dressed in the custom of your location Adjusting clothing at the waist Not familiar with the layout of the area

7 Who Will React & Report Faster?
Person A Person B Distracted and not observing surroundings Recognizes something unusual Has no idea what to do about their observation Has to ask someone what to do or may decide to do nothing because the behavior isn’t “noteworthy” Alert for suspicious behavior indicators Observes something unusual for his surroundings Knows the plan for what to do next Executes the plan & contacts necessary responders

16 What Should Not Be Reported?
Do not report based only on appearance or First Amendment protected rights. Report on actions & behavior indicative of pre-planning operations. Hmm, well they all look suspicious…

20 MSAIC’s Mission Statement
Provide Mississippi with a centralized location for the gathering, analysis, and sharing of information from local, state, tribal, and federal resources to prevent criminal activity including acts of terrorism or other threats to public safety. MSAIC serves as the integrated multi-discipline sharing network for situational awareness and is a key component of the jurisdiction's homeland security and crime prevention efforts.
