Reserves, Reserve Funds, and surplus
The Township of Madawaska Valley is well positioned to face the future costs of asset replacement with capital reserves and rate stabilization reserves. This year’s various budgets preserve and build for the future by adding a combined $1,775,170 while drawing down $759,210 Reserves, reserve funds, and accumulated surplus are projected to total $7,985,223 for all funds combined by the 2019 year end. Area Rate Reserves and Surplus
Again these area rate funds are well positioned to handle future replacement costs and stabilize rates. The Transfer Station Area Rate Fund is projected to have combined reserves and surplus of $313,678 by the end of 2019 The Curbside Pickup Area Rate Fund is projected to have combined reserves and surplus of $356,283 by the end of 2019 Property of the Township of Madawaska Valley

ASSESSMENT GROWTH & ASSESSMENT INCREASES DUE TO RE-ASSESSMENT
Property valuations have been updated from a 2012 base year to a 2016 value increasing assessment which will be phased-in over the 2017 to 2020 tax years. Assessment reductions are not phased-in but were provided in the first year, 2017, of the re-assessment cycle. The Phased-In assessment change from the 2018 tax year to the 2019 tax year was a 2.0% average increase for the taxable assessment property classes. For our municipal taxation purposes, the weighted assessment (the assessment used for tax rate calculation) has increased from $734,269,897 used in 2018 to $756,696,134 in 2019, an increase of 3.05%. The percentage assessment increases for individual properties vary from property to property therefore each property will be impacted differently, some less while others more, dependent upon the assessment change applied to it. Cont’d As property assessment directly impacts the taxes paid, property owners should ensure that they carefully review their assessments to confirm that their property value is correct as the assessment assigned to the property is used in the calculation of property taxes. The local municipality is not responsible for the assigning of assessment values therefore inquiries should be directed to the Municipal Property Assessment Corporation (MPAC).
