I. Overview of the RCARO Milestones
1972: The Regional Co-operative Agreement was put into force 1973: First regional co-operative project launched (The first RCA project was on regional preservation of fish and fishery products using nuclear techniques) 1997: RCA recommended to establish a RCA Regional Office to enhance ownership of the RCA (the 19th Working Group Meeting) 2002: The RCA Regional Office was established in Daejeon, Korea 2003 : RCA adopted the 1st resolution on the establishment of RCARO (32nd GCM) 2007: RCA adopted the 2nd resolution on providing the Director of the RCARO the authority to act on behalf of the RCA (36th GCM) 2012 : It was the 40th anniversary of the RCA and the 10th of RCARO 2016 : The revised RCA Agreement was adopted (38th NRM) Let me go over the milestones of the RCARO along with the RCA history. In 1972, the Regional Cooperative Agreement was put into force, In 1973~

There are 4 governing bodies of the RCARO; GCM, NRM and SAC under the RCA framework and also a local Steering committee in Korea. Our mission is to ~

1.1 Publication and distribution of RCA Success Stories 1.2 Publication of RCA brochure 1.3 Participation in regional and international conferences 1.4 Enhancement of RCA information service through RCA website ( 1.5 Production of RCA promotional video 1.6 Support of RCA experts for promotion of RCA RCARO has been actively carrying out the following programmes to promote the RCA and its activities.

1.1 Publication and distribution of RCA Success Stories - Since 2007, RCARO has been publishing RCA Success Stories to promote RCA activities by publicizing outcomes of successful RCA projects - RCARO published 21 RCA Success Stories through 6 batches of publication ( Agriculture 3, Environment 7, Health 5, Industry 4, Energy 2, Radiation Protection 1) - The 7th batch will be followed in 2018 when 2015/16 project outcomes are available

1.2 Publication of RCA brochure - RCARO has published RCA brochure to provide general information on RCA, projects and its achievements. 6 RCA brochures were published in ‘05, ’07, ‘10, ‘13, ’14 and ’16 1.3 Participation in regional and international conferences RCARO has made its effort to present the RCA and its activities to target audiences in order to enhance RCA awareness and promote partnerships with other international organizations In 2016, RCARO participated in International Conference on Nuclear Science & Technology held in August, Thailand and the 60th IAEA General Conference held in September at the IAEA headquarters In 2017, RCARO will participate in the following events; International Conference on the IAEA Technical Cooperation Programme: Sixty Years and Beyond – Contributing to Development, 30 May – 1 June 2017, IAEA, Austria World Nuclear & Radiation Expo, September 2017, Seoul, Korea

RCA Exhibition on the occasion of the 60th Anniversary of the IAEA To commemorate the 60th Anniversary of the IAEA and promote the RCA, RCARO participated in the 60th IAEA General Conference in Sept RCARO set up a booth and displayed 4 panels on overall RCA, RCA activities in 4 sectors, Success Stories & Partnership. A short video clip on recent RCA activities and RCA promotional video were played. Sample products of RCA projects and promotional materials were also displayed. 1.4 Enhancement of RCA information service through RCA website - RCARO provides RCA information service through RCA website for the Government Parties and end-users with essential information on the RCA Agreement, regulations, meetings, projects, news, etc. - RCARO established RCA Web Administrator (RWA) network and its platform to improve the current RCA information service. - RCARO will continue upgrade and update the data on RCA activities to provide maximum information available to users.

1.5 Production of RCA promotional video - RCARO produced a RCA promotional video containing information on the RCA, RCA projects, policy meetings and RCARO. It has been widely used by the RCARO and GPs for promotional uses. - A video clip on recent RCA activities was also produced and demonstrated at the RCA booth during the 60th General Conference of the IAEA in September RCA Promotional Video RCA Activity Video

1.6 Support of RCA experts for promotion of RCA - RCARO has provided support for RCA experts in their activities which could enhance the awareness of the RCA and its activities. - Since 2014, RCARO supported 10 RCA experts from 7 RCA GPs for their RCA promotional activities at the regional/international conferences related to nuclear science and technology. - According to the guideline, RCARO will support 4 experts from BGD, INS, THA and VIE during the 2016/2017 cycle. Certificate of Excellence
In 2012, the RCA was awarded TC Best Practices Awards for enhanced prosperity of RCA through promotional and information programme. In 2012, the RCA received an award from the IAEA as the TC Best Practice for its promotion and information programme.

2. Promoting Partnerships
2.1 RCA-UNOSSC Partnership Projects Post-tsunami Environment Impact Assessment: Completed ('06-'09) - To assess Post-tsunami Environment Impact Promoting SPECT/PET Nuclear Imaging Technologies: Completed ('11-'13) - To promote SPECT/PET Nuclear Imaging Technologies - Trained 59 experts from 10 participating GPs: BGD(6), INS(6), MAL(6), MON(6), MYA(6), NEP(5), PAK(6), PHI(6), THA(6), VIE(6) In pursuit of its mandate to promote partnerships for the RCA, RCARO has developed partnership projects with the UNOSSC and ASEAN. The first RCA/UNOSSC partnership project was on post-tsunami environment impact assessment which was completed in 2009, Second one was on promoting SPECT/PET nuclear imaging technologies and trained 59 experts from 10 countries.

2.1 RCA-UNOSSC Partnership Projects (cont’d) Electron beam applications for value addition to food and industrial products and degradation of environmental pollutants in the Asia-Pacific region: Completed ('13 - '15) - To improve quality of living condition and environment through application of electron beam technology - Trained 77 experts from 13 participated GPs: KAM(7), CPR(6), IND(7), INS(7), MAL(7), MON(4), MYA(7), PAK(3), PHI(7), SIN(1), SRL(7), THA(7), VIE(7) - RCARO submitted a proposal for a follow-up project on Electron Beam Applications to the UNOSSC. The project is expected to commence in 2017 The third project was on electron beam applications in industrial and environmental areas which completed in 2015. Objective of the project was to improve quality of living condition and environment through application of electron beam technology. 77 experts from 13 GPs were trained through the project. Considering the successful outcomes and strong demand of the participated GPs, RCARO submitted a proposal for a follow-up project on Electron Beam Applications to the UNOSSC. The project is expected to commence in 2017 Exhibition on EB Technology, SRL Cotton & Sheets Grafted by EB, VIE Irradiated Cocoa Products, INS

2. Promoting Partnerships
2.2 RCARO/ASEAN Project - In cooperation with KIRAMS, RCARO initiated a partnership project for ASEAN countries in 2016 Capacity Building in Radiation Therapy: On-going (’16-’18) - To promote medical application of radiation technology - Project Planning Meeting was held in Sept. 2016, Seoul and established detailed work plan for 3 years - A training course will be held on 5-9 Dec.2016, Seoul In cooperation with KIRAMS, RCARO initiated a partnership project for ASEAN countries in 2016 to promote medical application of radiation technology. 3. Implementation of RCA Project (RAS6083) As the LCC, RCARO has been carrying out a RCA Project RAS6083 on Improving Patient Care and Enhancing Government Parties Capacity in Nuclear Medicine Programmes in RCA Region (‘16~’18) To Improve health conditions of non-communicable diseases in RCA region and establish expert network through the RCA website Participating RCA GPs (16): AUL, BGD, CPR, IND, INS, ROK, LAO, MAL, MON, MYA, NEP, PAK, PHI, SIN, THA, VIE 13 Expert Missions to 11 countries and 3 workshops/regional meetings will be implemented under the project As the LCC, RCARO has been carrying out a RCA Project RAS6083 on Improving Patient Care and Enhancing Government Parties Capacity in Nuclear Medicine Programmes in RCA Region It is to improve health conditions of non-communicable diseases in RCA region and establish expert network through the RCA website. 4. Capacity Building 4.1 IAEA/RCARO/KINS Joint Training Course
Radiation Safety Training Course for countries with no radiation safety infrastructure in the region : Completed (8 Aug. – 2 Sept. 2016, Daejeon, Korea) - In cooperation with the IAEA and KINS, RCARO hosted an introductory workshop for countries with no/limited radiation safety infrastructure and policy - Trained 16 experts from 8 countries including new RCA GPs (BGD, KAM, FIJ, LAO, MYA, NEP) * 91% of participants were satisfied with the course and showed 85% achievements on major subjects. - RCARO is in process of consulting with relevant bodies for continuation of the programme. To assist GPs in preserving and building capacity in nuclear science and technology, RCARO has been carrying out various programmes. RCARO held the IAEA/RCARO/KINS Joint Training Course from 8 August to 2 September in Daejeon for countries with no/ limited radiation safety infrastructure and policy. Through the programme, 16 experts from 8 countries including new RCA GPs were trained. 91% of participants were satisfied with the course and showed 85% of achievements on major subjects. RCARO is in process of consulting with relevant bodies for continuation of the programme

Capacity Building 4.2 RCARO/KAIST Nuclear Engineering Master’s Degree Course RCARO carries out a master’s degree course in cooperation with KAIST to educate and train the excellent students from the GPs 28 students from RCA GPs have received the degree since 2003: BGD(6), CPR(1), INS(6), MAL(1), MON(1), MYA(5), PAK(5), PHI(2), SRL(1), VIE(2) 4.3 RCARO/KAERI Regional Training Workshop - To provide participants with information on the radiation application technology, RCARO/KAERI Regional Training Workshop was held since 2008 - Supported 116 trainees until 2015: BGD(10), CPR(7), IND(5), INS(9), MAL(10), MON(6), MYA(8), PAK(9), PHI(9), SRL(8), THA(9), VIE(9)

4. Capacity Building 4.4 RCARO/ARCCNM training course
- In collaboration with ARCCNM, RCARO has supported the joint training course to educate nuclear medicine physicians and scientists in developing and less developed Asian countries since 2008 Supported 150 trainees until 2015 (25 young scientists in the region every year) * ARCCNM: Asian Regional Cooperative Council for Nuclear Medicine 2016 National Delegate Assembly of ARCCNM and 7th China-Japan-Korea (CJK) Conference on Nuclear Medicine July 2016, China

5. Interaction with GPs 5.1 RCARO Fellowship Programme
- RCARO invites temporary staffs from GPs to the RCARO for their experience in RCA activities and increase ownership of the RCA. - 38 temp staff have been assigned since 2004: BGD(4), CPR(2), INS(4), MAL(4), MON(2), MYA(2), PAK(3), PHI(2), SRL(4), THA(6), VIE(5) 5.2 Extra-Budgetary Contribution of RCARO - To support RCA projects in need of financial support, RCARO contributed extra-budget (EB) since 2007 530,611 USD were contributed until 2015 RCARO will continue providing extra budgetary fund to support RCA projects. In respect of RCARO’s activity on interaction with GPs, RCARO run RCARO Fellowship Programme and provides financial support for the RCA.

Assisting the IAEA in its RCA secretariat functions Coordination of Working Groups Implementation of the RCARO Managed Projects Upon approval of the RCA GPs, role of the RCARO has been expanded to accommodate the growing needs of the RCA GPs.

Assisting the IAEA in its RCA secretariat functions In response to the IAEA’s challenges in staffing, the 45th GCM approved RCARO to assist the IAEA in preparations for policy meetings such as NRM and GCM RCARO will carry out the duties in close consultation with the IAEA and RCA GPs Coordination of Working Groups - The 45th GCM established 3 Working Groups for execution of the RCA MTS and it was decided that RCARO would coordinate the WGs’ activities together with the IAEA; Working Group on Financial Gap Analysis and Resource Mobilization; Working Group on Human Resource Development; and Working Group on MTS Coordination - RCARO will support the WGs in consultation with the WG Chairs and IAEA

3. Implementation of the RCARO Managed Projects - The 38th NRM endorsed the implementation of the RCARO Managed Projects which consists of Supplementary Project (SP), Research Project (RP) and Training Project (TP). 3-1 The 1st RCARO Managed Project: Introductory Workshop for New RCA GPs on RCA Programmes and its Policy (23-25 Nov. Coral Coast, Fiji) - NRs and experts from RCA and IAEA will provide comprehensive information on the topics of overall IAEA, RCA frameworks and programme to the NRs of new RCA GPs and newly appointed NRs - Through the workshop, participants’ understanding on IAEA/RCA matters will be enhanced; cooperation between the IAEA and GPs will be promoted; nuclear status and needs of the new GPs would be identified and possible future projects/programmes for RCA would be discussed

III. Expanded Roles of the RCARO
3-2 The 2nd RCARO Managed Project : Research Project - For research on radiation technology and its applications in the fields of agriculture, human health, industry and environment, the first RCA Research Project will be implemented through a survey of NRs to identify specific research areas of interest. - In October 2016, RCARO distributed a survey form to NRs for their input and feedback due on 10 December 2016. - Based on the survey result, GPs will be invited to submit proposals to the RCARO for review at the 39th NRM. Candidate projects will be reviewed by the Research Review Committee (RRC, RCA PAC will take the role of RRC) and RCARO SAC. Final decision on the RP will be made at the 46th GCM and it would commence in late 2017. - GPs are strongly encouraged to participate in the RP

Opening of the RCARO in Daejeon, KOREA, 2002 Since its establishment, the RCA Regional Office has been carrying out various activities to promote the RCA and partnership with other international bodies according to the mandate given by the RCA GPs. RCARO will continue its support for the RCA to meet the growing needs of the GPs and strengthening its capabilities in nuclear science and technology. Thank you.
