1
How energy use caps can open the door of sustainability
Veronika Kiss
2
Issues to Be Addressed Full-world – Unsustainable Consumption
Market Failures, Resources Wasting – Inefficient Allocation Unequal Access and Unfair Benefit Sharing – Unjust Distributions
3
What Can Be Proposed? …solving the interrelated economic, social and environmental problems are only possible by using an overarching and holistic regulatory framework… Umbrella legislations targeting the interrelated challenges Focus on energy as key resource and capping the economy’s non-renewable energy consumption
4
Hungarian Climate Bill
Friends of the Earth (FoE) Hungary proposed, run a public campaign ( ) National Council for Sustainable Development put it on its agenda ( ) Hungarian National Assembly (HNA) passed a resolution on drafting the act (May 2009), debated it (Febr 2010) Failed to become a law (two amendment proposals technically blocked, end of mandate of HNA, lack of political will) National Energy Strategy proposal for an energy cafeteria (2011) s

4 Pillars of Climate Bill Proposal
Pillar 1: Non-renewable energy quota: equal quotas/person, quota-money is created, saving and selling possible, total reduced year by year Pillar 2: Market for environmental friendly products and services: labeling scheme based on environmental and ethical characteristics Pillar 3: Revolving fund: interest free support in quota currency to individuals/companies for energy saving investments Pillar 4: Advisory system: advise on personal quota planning and trading, on lifestyle change

Tradable Energy Quotas – TEQs
First published by the Fleming Policy Center (1996) Ten Minute Rule Bill (2004) Government funded research (2006) Pre-feasibility study (2008) All Party Parliamentary Report 2011 (media/endorsements) No further actions

Tradable Energy Quotas – TEQs
electronic system for rationing carbon-rated energy for all energy users surrendered units in addition to cash payment when fuel or energy is purchased unconditional free Entitlement to TEQs units for individuals weekly Tender (auction) for other users trade with units between under and over consumers total reduced annually by the Committee on Climate Change in line with international agreements
8
Will these Proposals Promote Social Justice?
Families in socially better position will be motivated to switch to renewables Families in socially worse position will be motivated to invest in energy saving At societal level, sustainable well-being may be enhanced In Hungary social injustices, inequalities and relative poverty will not be reduced due to the pattern in energy use as well as inproper information flow Least developed aspect of the proposals is related to social capital
9
Issues for Discussion Can a single policy tool (however complex) address an interrelated problem-complex? Who is listening to the voices of the poor? What do poor people really want? Is there any significant difference between East and West Europe in the pattern of energy use? How does information flow in the countries of these regions? Can marginalized people access information?
