Asses whether the provisions are: - necessary to attain a public interest objective - suitable to securing the attainment of the objective - do not go beyond what is necessary to attain that objective Other Member States abd interested parties may submit comments 42% aere professions in the health and social sector.

Information session organised by Council of European European Parliament 18 October Update March 27, 2018 Two amendments, in summary: Member States should be granted a margin of discretion to decide on the degree of protection which they wish to afford to public health etc Where regulation of a profession is justified by the protection of public health, the special characteristics of health services shlould be borne in mind.

8 CEPLIS The European Council of the Liberal Professions (CEPLIS) is the only inter-professional association bringing together the liberal professionals at the Community level. 11 inter-professional and 12 mono-professional organisations. A common set of minimum knowledge, skills and competencies necessary for the practice of the podiatrist This is being encouraged by the European Government to facilitate “free movement of persons” throughout Europe

16 Automatic Recognition
In the EU, there is a system of automatic recognition of professional qualifications for seven so-called sectoral professions: nurses, midwives, doctors, dentists, pharmacists, architects and veterinary surgeons. To work in another EU country, professionals must apply to the authority that oversees the profession in that country, providing proof of their qualifications. The authority must: acknowledge your application within 1 month of receiving assess your qualifications, and decide whether to grant your application within 3 months

18 Summary “CTF” The legal background is the Directive 2013/55/EU
The directive introduces the possibility to set up a common training framework aimed at offering a new avenue for automatic recognition. A CTF should be based on a common set of knowledge, skills and competences necessary to pursue a profession. A CTF can only be set up if the profession concerned or the education and training leading to the profession is already regulated in at least one third of the Member States. Qualifications obtained under such a common training framework should automatically be recognised in the other participating Member States. A common training framework is not a European curriculum A common training framework is not a qualification A common training framework is not a European degree

19 Conditions for establishing a “CTF”
Occupation or training should be regulated in 1/3 of the Member States OR must be in the curriculum of 1/3 of the member states The common set of knowledge, skills and competences of the CTF includes knowledge, skills and competences in at least 1/3 Member States The Common Training Framework aims to enable professionals to travel

22 Process of adoption CTFs
Suggestions made by representative professional organisations at Union level and/or national professional organisations or competent authorities from at least 1/3 of Member States. European Commission can also make suggestions Check if conditions are fulfilled. delegated act Prepared following a transparent and due process  discusssion with Member States (art. 57 c) describing the CTF list national qualifications and national professional titles that comply with the common training framework adopted in an Implementing act

23 Exemption A Member State can ask for an exemption for the
obligation of introducing the common training framework on its territory thus the obligation of granting automatic recognition to the professional qualifications acquired under that common training framework

24 Exemption criteria (one sufficient)
(a) there are no education or training institutions available in its territory to offer such training for the profession concerned; (b) the introduction of the common training framework would adversely affect the organisation of its system of education and professional training; (c) there are substantial differences between the common training framework and the training required in its territory, which entail serious risks for public policy, public security, public health or for the safety of the service recipients or the protection of the environment.

25 After the entry into force of the delegated act (1)
Member States shall, within six months of the entry into force of the delegated act notify to the Commission and to the other Member States: the national qualifications, and where applicable the national professional titles, that comply with the common training framework; OR use of the exemption referred to in paragraph 5, along with a justification of which conditions under that paragraph were fulfilled.

26 Summary “CTF” The CTF can be a powerful document to use for country’s were there is no podiatry recognition If a person who is trained as a podiatrist in regulated country moves to a country were there is no podiatry, they will have to give recognition (unless they asked for an exemption) If a country with a recognition of podiatry which has not all competences recognized will be able to get that regulated

29 OPTION 1 Create the CTF based on the common dominator of 9 country’s

40 General take away: the development and the process are great incentives for working on raising the level of each country. The countries where this is already the case will do everything to support their colleagues to reach this goal. To move forward avoid discussing issues already discussed

41 All present members agreed to level up podiatry to at least a bachelor degree or equivalent
Concerning the skills all agreed to have a minimum level including soft tissue surgery, prescription medication and medical imaging It is crucial that if this minimum level cannot be obtained, it may not impact countries that have achieved the inclusion of high level skills and competences within their profession. Even partial recognition of podiatrist should respect the current level of podiatry in the member countries. In developing the CTF it is important to keep the competences as wide and open as possible.

43 Next steps Every association have a discussion with their board on this matter  have you done this? ECP asks that 1 person is designated by the association as the contact person concerning CTF  who is it? Very important that all countries participate actively delegated vote should be given to another association  to whom could you give your vote? Information sent in advance. This will allow a better preparation for the meetings  this has been addressed A meeting will be organised in the fall with all the European Members of Europe to continue to make progress -- > Will you make yourself available?

47 Podiatry is that profession of health sciences concerned with the research prevention, diagnosis and treatment of deformities, pathologies and injuries of the foot and associated structures - in relation with the body as well as the manifestations of systemic diseases - by all appropriate systems and technologies using scientific and professional specialised knowledge.

54 Knowledge Alliance: Who can Aplly?
A consortium must be led by an applicant = the coordinating organization – The FIP-IFP The applicant submits the proposal on behalf of the partners. The applicant is responsible for the overall implementation of the project Organizations interested in participating must do so as part of a consortium, including: a minimum of 6 independent organizations with: at least 3 different countries at least 2 must be higher education institutions AND at least 2 must be enterprises/businesses
