ISO :1994 “Quality management and quality system elements – Part 1: Guidelines”
The intent of ISO 9004 was to provide quality and management system guidelines
ISO 9001 was intended to follow ISO 9004 for certification purposes
The market ended up using ISO 9001 only
ISO/TC 176/TG 01

5. Evolution of ISO 9004 How has ISO 9004 evolved over time:
ISO 9004:2000 “Quality management systems - Guidelines for performance improvements”
Intended to be used with ISO 9001 as a consistent pair, with ISO 9004 going beyond with expanded requirements…a continuation
ISO 9001 (effectiveness) was imbedded in ISO (efficiency)
Self assessment was introduced
