1 Faculty of Education Department of Technical Education
UNIVERSITY OF ZIMBABWE Faculty of Education Department of Technical Education Panel Discussion University Response to City Issues: A Perspective from the University of Zimbabwe Presenter: Professor Charles Nherera Venue: Philippine Normal University Date: 28 August 2018

2 Situation Analysis: A paradox of poverty and underdevelopment in a ‘resource-rich’ country
Zimbabwe is endowed with huge mineral deposits and other natural resources. Investment in education generally, has remained a government priority since Independence in Universities increased from one to 20. However, underdevelopment, poverty, hunger, corruption and numerous other challenges persist in spite of these resources. The Government has since directed that universities should play a more active role in addressing these challenges and play a catalytic role in national development. Nherera 6/29/2019

4 University Response to City Issues
Through the current SUEUAA project, we are examining to what extent the University of Zimbabwe is engaged in addressing challenges confronting the City of Harare. Fieldwork is in progress. Indications so far are that the University has tended to focus on two functions, i.e. Teaching (Preparation of human capital – the 1st Mission), and Research (producing new knowledge - the 2nd Mission). Little attention has been paid to the 3rd Mission – ‘community engagement’. This is evident from promotion criteria of academic staff and absence of clear focus in strategic and business plans. 6/29/2019 Nherera

5 Issues affecting cities focused in the project
Provision of water and sanitation – sustainable and affordable; Refuse disposal – innovative strategies of disposal, including converting waste into energy (e.g. bio-gas); Infrastructure – housing and roads; Youth unemployment – provision of sustainable competences; Food and nutrition security. 6/29/2019 Nherera

8 Holistic Approaches to Community Engagement
Real challenges and issues in communities require interdisciplinary interventions. For instance addressing an outbreak of an epidemic such as cholera will require expertise from diverse fields such as; medicine, engineering (civil, mechanical, electrical), hydrology, family science, social work, sociology, media. Solutions proffered by a team of interdisciplinary experts are more comprehensive and long lasting. There is need for flexibility in adoption of community engagement strategies – no fixed model. Accept there are other ways of knowing and irreconcilable notions of truth. Academics are increasingly embracing interdisciplinary approaches to their research, teaching and CE. 6/29/2019 Nherera

9 Creating Interdisciplinary Campus Cultures (IdCC)
Internationally, a major paradigm shift is already taking place in higher education institutions (crumbling silos). Interdisciplinarity has become a mantra for change in the twenty-first century (Klein, 2010). There is Growing literature and it is now a feature in Calls for Proposals. As a university, I believe there is merit in re- emphasing inter-disciplinarity to optimise resource utilisation and our diversified strengths to address the challenges faced by our communities. 6/29/2019 Nherera
