6. What does that mean for GIZ?

A joint meeting with City Municipality held to present and discuss the results of pilot community mapping of 11 khoroos in 6 districts with city leadership 6

7. What does that mean for GIZ?
Expansion of community mapping project
As a result of discussion, Mayor Bat-Uul requested that the General Manager’s office coordinate the scaling up of community mapping to cover 87 ger area khoroos. The Resolution A/785 was issued on August 20, 2013.
A Resolution A/139 by the General Manager of Ulaanbaatar city on August 20, 2013 assembled the following team for the project:

10 facilitation teams to work in field (khoroos)
GIS mapper technical team 7

9. Process Training for facilitation teams
On August 22, 2013, a training session was held for 10 facilitation teams assembled from 76 khoroos in 6 districts and khoroo governors on purpose, importance, application and process of community mapping.

Data input into GIS

Data collection
Each facilitation team organised 2 meetings with kheseg leaders
Kheseg leaders marked the chosen indicators onto the printed satellite maps
Printed maps transferred to assigned ArcGIS mappers
Maps containing provided data using ArcGIS were reviewed and verified by kheseg leaders

5000 citizens were surveyed on their opinion about community mapping with support of 4954 (and 0.92% refused)

Maintaining and updating of the website over time since launch

16. Why Maps? Numbers can only tell us so much. Maps provide insights on:
Specific location of infrastructure or problems
Proximity between different indicators
Proximity of service delivery to populations
Generates more data to analyze across indicators e.g.
crime risk compared to street lighting
Easy to track change over time
Are easy to understand for the average person
Both an education and advocacy tool
Huge potential for analysis
Urgent needs
Change over time
Relative needs
Help to set standards or goals for city service delivery

17. Goals
Provide better understanding for city officials on relative needs and overall geography of ger areas
Provide information that can inform service and infrastructure investments
Key Khoroo statistics and comparisons
ArcGIS gap analysis
Engage and educate kheseg leaders and community members
Outreach to community members on city efforts to make improvements
Enable advocacy and planning participation from community
Build capacity within the city to continue using this tool
