GENERAL INTRODUCTION Bengaluru Urban district is located on the Deccan Plateau in the south eastern part of Karnataka. It is having an areal extent of 2196 sq.km and is located between the north latitude 12˚39' 32’’: 13˚14' 13’’and East longitude 77˚19’44’’: 77˚50'13’’. The district is land locked and shares its borders with Bengaluru Rural district on the north and the east, Ramanagaram on the west, and with the state of Tamil Nadu in the south. Bengaluru is located on Deccan Plateau in the South Eastern part of Karnataka. The district has five revenue talukas namely Bangalore North, Bangalore South, Bangalore East, Anekal and Yelahanka. These taluks, in terms of population form a small proportion of total population of the district, which primarily lives in Bengaluru City. is very well connected to all parts of the country and to different parts of world through air ways (With newly built international Air port), railways and road ways. Bangalore district includes BBMP, 01 Municipality, 96 gram Panchayaths & 5 TMC .

KAP SURVEY FINDINGS Knowledge, Attitude and Practices,- Baseline Survey Karntaka 2018 done by “INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE” have summarized the attitude of voters as follows; Largely, Vote as a Right and Duty have dominated the reasons for voting among the sampled respondents across all indicators be it, region, location, age, sex, occupation and education. However, other important and subsequent reasons for voting across indicators have been the following: received voters slip, candidate was good, candidate was of my choice, registered in electoral list, and vote as an catalyst for changing the system. The major reasons for not voting have been absence of name on the electoral list followed by lack of voter slip, ignorance about the polling station and long queue respectively. The opinion about the election process reveals that most the respondents show a positive attitude towards voting and electoral process in general.

It is found that larger share (84
It is found that larger share (84.7%) of the respondents live in the same residence since birth while considerable difference is seen between rural and urban with rural share dominating (90%). Among those who have made frequent changes in the residence, only 12% of the respondents have deleted their names while 72% haven’t deleted their names from their electoral list. As far as the enrolment in the voters list is concerned, 92.4% of the sampled respondents have said that they have currently enrolled in the voter list while 6% of respondents say that their application process is in progress. Significant proportion of the sampled respondents (90.8%) has reported to possess EPIC Card. Special Enrolment Drives have been the major medium for enrolment among the respondents followed by BLO’s visit to residence and local voter enrolment centres. Around 82% of the respondents feel that the enrolment procedure is easy.

Not being aware of the enrolment procedure have been the major reason for
non-enrolling oneself in the electoral list Voter participation in elections show that 91.8% of the respondents have voted at least in one election and 90.2% have reported to have participated in recent assembly elections. Around 80% of the respondents report that facilities at the polling station that exist in adequate proportion include, separate queues, signs, chairs and benches, toilets and volunteers. However, ramps and wheelchairs, Separate entry and exit in the polling booth those that constitute the most essential facility for Disabled and Senior voters and also represent the marginalized were found to be not available in adequate proportion Almost 6% of the total sampled respondents expressed that they faced difficulty while voting The main difficulties include while voting are long queue (66.2%) followed by no separate queue for senior citizen (22.6%), no guidance from polling personnel (19%) and lack of drinking water, toilet and ramp (14.1%).

KAP Survey Team has suggested these measures,-
A nodal officer for execution of SVEEP campaigns can be appointed at every Taluk level for making it more effective. Training sessions for the concerned staff can be held for better understanding and implementation. Digital devices like mobile phones to be used so as to induce young voters for voter registration. SMS can be used for campaigning about the same among youth. Short edutainment films should be prepared and screened in all cinema theatres before the start of the movies and during movie intervals. Advertisements should be designed as per the target groups to raise awareness. Special enrolment drive in universities and colleges to be held before elections to improve participation. Similarly in rural pockets, special campaigns should be held in all villages before elections.

Hoardings and rallies to be used effectively in prominent places with
attractive messages regarding enrolment and voting that can be displayed in cities and towns. Help desks in all polling stations should be put up by election department and not by various political parties Adequate security arrangements should be made at all the polling stations to ensure free and fair voting. Special arrangements should be made at the polling stations which have been declared highly sensitive or sensitive. Adequate arrangements for first aid, ambulance and fire brigade should be made. Companions for assistance to Persons with Disabilities need to be provisioned. The polling stations, websites, candidates, political parties should be made accessible to PwD’s. Staffs needs to be put to training to bring an attitudinal change for dealing with disabled voters and Third Gender community members. The above suggestions have been used while preparing this SVEEP Action Plan for Bengaluru Urban District

SVEEP OBJECTIVES Increase overall voter turnout over past elections and increase voter turnout in the identified low turnout Polling Stations through targeted interventions. Remove gender gap in enrollment and turnout. Inclusion of excluded groups / communities in Electoral Roll and in Voter Turnout. Special focus to be on marginalized groups like., PwDs, Migrants, Third Gender Etc. Create awareness regarding VVPAT among voters to buildup voter confidence regarding the usage of EVMS. Visible enhancement in quality of electoral participation in terms of informed, ethical and inducement free voting. Increase postal ballot voting by facilitating service voters / employees and their organizations. Strive to achieve 100% registration of all eligible voters with the vision ‘No voter to be left behind’.

RESOURCES/INSTITUTIONAL MECHANISMS
Formation of District, Taluk Committees and Booth Awareness Groups(BAGs) District Committee headed by CEO and members details formed at district level with collaboration of all concerned departments Taluka Committees formed at Taluka level headed by Executive Officer Taluk Panchayat Booth Awareness Groups to be formed at the booth level and their capacity built through workshops and trainings. Booth Awareness Groups to be provided with communication material and other resources and their activities constantly monitored by Taluka Committee

Youth Involvement of Campus Ambassadors Involvement of NCC/NSS Officers in College Campuses Special Campaign to motivate youth to register as voters and participants in the electoral process through cultural events, messages from local Icons etc. Use Social and Digital Media eg., Facebook, Twitter, Whatsapp etc. Reach out to working youth not enrolled in Colleges with the help of Labour Department Use of Radio and Television

WOMEN Increase women enrollment in such Polling Station where percentage of female voters is low with the help of Anganwadi workers, Self Help groups, ASHAs and NGOs working with women Inclusion of substantial number of women in Booth Awareness Groups Display of women specific audio-visual documentary to spread electoral awareness among women SENIOR CITIZENS Sensitization of electoral machinery as to the special needs of senior citizens for their participation in the electoral process with the help of department of Women and Child Welfare, Booth Awareness Groups, etc. Special outreach programmes in Old Age Homes and Recreation Clubs.

PEOPLE WITH DISABILITIES-PwDs
Create database of PwDs and the information to be circulated to Booth Awareness Groups so that they could help PwDs in enrollment and subsequent motivation to participate in electoral process Special drive to be taken up for enrollment of PwDs PwDs specific awareness material to be developed such as messages from PwD Icons etc. NGOs working in this field to be involved in identification as well as assessment of the needs of PwDs for participation in the

MIGRANTS Identifying areas with migrant population and the study issues related to the problems in registration and participation and have special campaigns for registration as well as awareness on voter participation with the involvement of Labour Department and EROs, BAGs, etc. SMS to all first time voters. THIRD GENDER Identify all third gender persons and verify whether they are enrolled in the list. Facilitate their inclusion in the roll through involvement of NGOs working in these sector and through BAGs. Create awareness among them and motivate them to participate in the electoral process through appeals and messages from their community

SVEEP ACTION PLAN CONTENTS OF COMMUNICATION 1 First and foremost it is intended to provide to all public information regarding registration in Voter’s list , What document are required to register and whom to contact for registration . Also how to verify their names in the electoral roll. 2 The next important thing is disseminating information regarding poll date, alternate documents to be produced if the voter does not have Epic card, NOTA. 3 It is also intended as per ECI directions to educate people on EVM machines and VVPAT and to clarify any doubts in the minds of public regarding EVM’s and VVPAT’s 4 Wide publicity will be given to contact for grievances redressal

MEDIUM OF COMMUNICATION
The primary means of communication is through BAG’s, ELC’s and other field level functionaries such as Angnawadi workers, Asha workers, panchayat staff etc, street plays Folk lore, information dissemination on market days, festivals, jathas etc will be handled by them. Hoardings and banners in all important places regarding importance of Voting as well as poll day information will be put up. Newspapers, plamplets Local TV channels, Radio , Face book, Twitter, Website etc will be used to reach out to the Urban and the young voters

Material preparation, designing, requirement, Operationatization
Standardized content for EVM, VVPAT awareness and Display has been provided by CEO Karnataka Office. Drama Scripts , folk songs with voter awareness wordings, cartoon characters with slogans, messages from icons has been developed at District level to be displayed.

Time Table : a) Roll Revision - Awareness through press statements, display of hoardings and posters in all important places, publicity through tom-toms and house to house distribution of pamplets with special emphasis on young voters, women and marginalised population. Events in Schools and Colleges through ELCs. b) Till Poll Day - Awareness Compaigns in association with all departments regarding checking their names with rolls, compulsory voting, ethical voting, awareness about the working of EVMs and VVPATs. Events such as Jathas, Street Dramas, Messages and Short Films in local channels, Radio etc. Using social media such as Twitter, Face Book, Whatsaap extensively. Messages through Icons, extensive awareness about EVMs through public display and hands on experience. c) Poll Day Voter facilitation centres with the help of BAGs to be created and voters helped to find their in rolls, information about the Polling Stations and documents to be produced during voting. d) Post Poll - Impact assessment of the activities undertaken and collection of data.
