This training module will provide a guide to interpreting the data on the PARCC Individual Student Reports (ISR), PARCC Student Roster Reports, and PARCC District Summary of Schools Reports.
By the end of this training, you will understand the types of information provided within these reports and how to interpret student scores.

3. General Information: Background
The Partnership for Assessment of Readiness for College and Careers (PARCC) is a consortium of states developing assessments to measure student achievement in English Language Arts/Literacy (ELA/L) and Mathematics based on the learning standards expressed by the Common Core State Standards (CCSS) for grades 3–8 and high school.

Individual student performance results on PARCC assessments are confidential and may be released only in accordance with the Family Educational Rights and Privacy Act of 1974 (20 U.S.C. Section 1232g).
The states may make aggregate student performance data available to the public, but the data do not contain names of individual students or teachers. In cases of small class size or reporting groups, parents will receive only their individual student’s results and not aggregate numbers.
The sample reports used in this training are for illustration purposes only. They are provided to show the basic layout of the reports and the information they provide. They do not contain real data.

5. Purpose and Use of PARCC Results

The primary purpose of PARCC is to provide high-quality assessments to measure students’ progression toward college and career readiness. PARCC results are a helpful tool in evaluating educational programs and student progress.

Support improvement planning (e.g., prioritize professional learning and resource decisions, advise program alignment with academic standards, or reflect on the effectiveness of school initiatives)

6. PARCC School and District Reports: Scale Scores
The scale score is a numerical value that summarizes the overall level of performance attained by a student. Not all students respond to the same form (set of questions), so each student’s scale score is adjusted for the slight differences among the various forms and administrations of the test. The resulting scale scores allow for an accurate, apples-to-apples comparison across test forms and administration years within a grade and subject area.
For example, a student who earns a scale score of 801 on one form of the grade 7 English Language Arts/Literacy (ELA/L) assessment would be expected to earn a scale score of 801 on any other form of the grade 7 ELA/L assessment. Furthermore, the student’s scale score and level of mastery of concepts and skills would be comparable to a student who took the same assessment the previous year or following year.

Performance Levels are the broad, categorical levels used to report student performance on the assessment and describe how well students met the expectations for their grade level or course. Each performance level is defined by a range of scores for the assessment. For PARCC assessments there are five levels:
Level 1: Did not yet meet expectations
Level 2: Partially met expectations
Level 3: Approached expectations
Level 4: Met expectations
Level 5: Exceeded expectations
Students performing at levels 4 and 5 met or exceeded the expectations and have demonstrated a readiness for the next grade level or course and, ultimately, are on track for college and careers.
Performance Level Descriptors (PLDs) indicate the knowledge, skills and practices that students should be able to demonstrate at each performance level, for each content area (ELA/literacy and mathematics), and at each grade level or course.

8. Sample Individual Student Report (ISR) English Language Arts/Literacy
This is a sample Individual Student Report (ISR) for grade 7 English Language Arts/Literacy. ISRs are posted electronically in PearsonAccessnext. A printed copy is also shipped to the responsible organization.
An ISR lists the student’s name, date of birth, state student ID, grade level when assessed, district name, school name, and state.
The description of the report provides the content area assessed, in this case English Language Arts/Literacy, the grade level, and the assessment year. It also provides a general overview of the assessment and score report.
The “How Can You Use this Report?” section provides direction for how parents can use the report to start a discussion with their child’s teacher(s).

10. Sample ISR: Overall Assessment Scores

For both English Language Arts/Literacy and Mathematics, the Overall Score and Performance Level section of the report provides the student’s overall score and performance level. Students receive a numerical score and, based on that score, are ranked in one of five performance levels, with Level 1 indicating the student did not yet meet expectations and Level 5 indicating the student exceeded expectations.

The average scores of the school, district, state, and PARCC consortium are shown below the scale score and performance level graphic. This allows for comparing a student’s score to the average score of other students at the school, district, state, and PARCC consortium levels for the same grade level and content area.

More detailed data within the content area of ELA/L are provided for Reading and Writing. Reading and Writing data are also reported as scale scores with separate ranges that both differ from the Overall Performance-Level Scale Score ranges. Because of this, the Reading and Writing scale scores do not carry a Performance-Level designation and are comparable only to scale score information reported for Reading and Writing.
This section includes the range of possible scores for each reporting category (10 to 90 for Reading and 10 to 60 for Writing). The sum of the scores for each reporting category will not equal the overall scale score.
Listed below the individual student’s scale score are the average scale scores of all students in the same grade at the school, district, and state levels. The “Average of students just meeting expectations” is the scale score in Reading or Writing that students who just achieve Performance Level 4 on the entire test are expected to obtain.
Within each English Language Arts/Literacy ISR is the specific skill sets that students demonstrate on the PARCC assessments. Page two of the report further breaks out the student’s performance for these specific skills into subcategories referred to as subclaim performance. Each subclaim category includes the header identifying the skill, the student’s performance, and an explanation of how students met the expectation of the skill.
To determine a student's subclaim performance, the performance of all students in the PARCC consortium taking the same test form whose overall scale score identified them as having just achieved Performance Level 3 (meaning those who have an overall scale score equal to 725) or having just achieved Performance Level 4 (meaning those who have an overall scale score equal to 750) were considered, as described below. Once these reference groups were identified, their average performance in each subclaim was noted.
This is reported using graphical representations that indicate how the student performed relative to the overall performance of students who met or nearly met expectations for the content area.
ELA subclaim categories are Literary Text, Informational Text, Vocabulary, Writing Expression and Knowledge and Use of Language Conventions.
Students may have subclaim indicators of:

Reporting categories with scale scores do not exist on the mathematics reports like they do for ELA. However within each Mathematics ISR there is the specific skill sets that students demonstrate on the PARCC assessments. Page two of the Mathematics report also further breaks out the student’s performance for these specific skills into subclaim performance. Each subclaim category includes the header identifying the skill, the student’s performance, and an explanation of how students met the expectation of the skill.

13. PARCC School and District Reports
Student Roster
District Summary of Schools

In addition to Individual Student Reports, schools receive a Student Roster Report and districts receive a District Summary of Schools Report. These reports summarize how students in the school or district performed. The District Summary of Schools and Student Roster Reports are posted electronically in PearsonAccessnext. A printed copy of these reports is not provided.
Performance on PARCC assessments is described on the school and district reports using scale scores and performance levels. State, district, and school averages are included in relevant sections of the report to help schools and districts understand how student and school performance compares to other students and schools.

Subclaim Performance
This is an example of a Student Roster Report for English Language Arts/Literacy
Student Roster Reports list the following identification information: the grade level assessed, school name, district name, and state.
The report heading provides the content area assessed, grade level assessed, and assessment year.
The first four rows contain PARCC, state, district, and school averages
The first column of the Student Roster Report lists all of the students in the school at the specified grade level (or course in high school) who took the assessment for the specified content area.
This Performance Level graphic provides an illustration of the five performance levels and how the students’ overall scores correspond.
The Student Roster Report also provides student performance in the subclaim areas for the content area represented. For ELA this also includes the scale scores for the Reading and Writing reporting categories

This is an example of an Algebra I Student Roster Report for Mathematics.
Like the Student Roster for ELA/L, the Mathematics Student Roster contains the school and assessment identification information, comparable averages, student roster lists and scale score information for those students.
The Mathematics Student Roster Report also provides student performance in the subclaim areas for the content area represented.

16. Sample District Summary of Schools Report English Language Arts/Literacy
This is an example of a Grade 7 District Summary of Schools Report for English Language Arts/Literacy.
District Summary of Schools Reports list the following identification information: the grade level assessed, school name, district name, and state.
The report heading provides the content area (English Language Arts/Literacy) assessed, grade, and assessment year.
The first three rows contain the averages for the PARCC consortium, state, and district. The number of students column includes the number of students who have been assessed at each school.
The Performance Level graphic provides a colored illustration of the five performance levels and helps to quickly show the percent of students in each Performance Level. The report includes the average overall scale scores for students in that school.
The District Summary of Schools also provides school performance in the subclaim areas for the content area represented as a percent of students in each subclaim levels of

Like the ELA District Summary of Schools Reports, the Mathematics District Summary of Schools includes the district identifying information, comparable averages across the consortium and state; the average scale scores and percent of students in each performance level category for each school within that district and the subclaim information for that content area.
