3 Issues identified in Task 2 draft report – comments & discussions at May 4-5 meeting
Comment “Type” In current Task 2 Scope Ranking of significant sources by basin/production type not comparable & consistent: most to least significant & across the WCI region beyond top few, what is the meaning/interpretation of the lesser ranked sources? Uniformity of production across basins Results were limited by data availability, will add on-shore CA rankings and better specify rankings and input activity source data for each WCI partner jurisdiction Rankings are a consequence of data availability and method used, will add “score” for certainty/reliability of each source emissions estimate Lack of methodological comparative analysis This shortcoming is a reasonable conclusion, based on Task 2 SoW, but was not identified as a work product in Task 2 outline to TWG Discussions at meeting allow additional methods to be added to Chapter 3 Recommended methods for upstream O&G sources Some methods discussed in detail at Denver meeting, others not – recommendations for rankings of methods requires objective criteria

Issues identified in Task 2 draft report, cont. - comments & discussions at May 4-5 meeting Comment “Type” In current Task 2 Scope General need: properly qualify the use & limitation of the rankings master table across all basins/production types Improve consistency of terminology, source definition, et cetera across Tasks 1 and 2 better specify technical intent and limitations of Task 2 report Will address, including review of API glossary Mobile sources not addressed Better addressed by other means? Contractor emissions not addressed Some information provided, not translated to basin/production type rankings (see next slide)

5 Contracted Activities
Construction (liquid fuel) – well pads, drilling, pits, installing equipment, building and foundations Well operators (CO2, CH4)– drilling*, completion*, stimulation, work-over and recompletion* Combustion – not typically counted by direct operators Vented – typically counted by direct operators, even if contractor activity * Drilling, completions and recompletions account for 1.5 5.5%, approximately, significant Contractor vehicles (numerically large) (Liquid fuel ) - Miscellaneous non-road equipment, backhoes, water trucks, etc.

Accurate (can be verified) Bias Contractor-supplied? Cost Feasibility (i.e. technical and practical) Method/measurement device availability Precision Reliability
