2. Scope Define ‘What’ additional information we need to cover
Sub-contracted operations (SO) & ‘industrial services’ (IS)
Use existing definitions:
SO defined in the CPA 2008/CPA 2015 guidelines
“Partial or whole operations within the process of production of the products mentioned, carried out by a contractor on materials owned by the principal. …Sub-contracted operations do not include goods of the same category, if produced by a contractor that owns the main input material“.
Sub-contractor, principal, main material input –defined in the Implementation manual NACE rev2
IS as defined in PRODCOM General notes
(5% for SC codes in at least country

Overlap SO-IS (based on SO data from 8 countries)
approx. 20% of the codes at national level that contain SO are type I
83% of type I codes contain SO at least in one country (out of 8)
Sub-contracted operations can result in the delivery of an 'industrial service' or a good =>Methodological and reporting differences
There can be 'industrial services' on own account
