Scope Define ‘What’ additional information we need to cover
Sub-contracted operations (SO) & ‘industrial services’ (IS) Use existing definitions: SO defined in the CPA 2008/CPA 2015 guidelines “Partial or whole operations within the process of production of the products mentioned, carried out by a contractor on materials owned by the principal. …Sub-contracted operations do not include goods of the same category, if produced by a contractor that owns the main input material“. Sub-contractor, principal, main material input –defined in the Implementation manual NACE rev2 IS as defined in PRODCOM General notes (5% for SC codes in at least country Item 03.2 Prodcom Working Group 18th -19th September 2014

Sub-contracted operations (SO) & ‘industrial services’ (IS)
Overlap SO-IS (based on SO data from 8 countries) approx. 20% of the codes at national level that contain SO are type I 83% of type I codes contain SO at least in one country (out of 8) Sub-contracted operations can result in the delivery of an 'industrial service' or a good =>Methodological and reporting differences There can be 'industrial services' on own account Item 03.2 Prodcom Working Group September 2014

Further issues All Member States agreed with the proposal
SBS consistency to be further assessed Redraft guidelines/ explanatory notes that integrate definitions for sub-contracted operations and industrial services? Include definitions in the EBS Manual Consider the input from the Task Force that elaborated the CPA 2015 for differences between 91/99 codes Sub-contracted operations in the enterprise (group): all resident (full domestic) and multinational Item 03.2 Prodcom Working Group 18th -19th September 2014
