3 1. Millions of people still live in poor conditions
2.1 million households still live in poor conditions despite government building more than 2.5 million houses over 20 years 2. It will take decades to build houses for all these people It will take almost 20 years to address backlog at present delivery rates of 118,000 houses a year (excluding new demand) South Africa’s Housing Conundrum, No 4, 2015/6 October 2015/Issue 20:

– Help households to build or organise the building of their own houses Business support – Help construction and other businesses to start or expand Social support – Help children, youth, the aged, the infirm and people with disabilities, orphans, women’s groups, neighbourhood residents, cultural groups, etc to address their needs

11 Get more land – over shorter period of time
Past - Identify incremental settlement areas in SDF’s - Municipalities develop and implement a land acquisition programme - Increase the budget for land acquisition - Improve capacity for land acquisition (negotiate, expropriate, land swops, land pooling and readjustments) Future 4 to 5 times more land needed to get to aided self help

12 Critique & response Can’t move person from one shack to another. It creates slums. Its better than people living in informal settlements & people can start to invest in their own houses as have tenure security It encourages urban sprawl. Yes, but can have smaller plots and other programmes like Social Housing and CRU There is not enough good land for everyone & it will be expensive Today’s edge is tomorrows well located. Will need to redirect human & financial resources to land acquisition & explore innovative tools (land swaps, expropriate).

13 Motivation for MLS Just give us land and we will build our own houses.
– homeless movement It provides an alternative to invasion and service delivery protests. – municipalities It’s easier to upgrade later – engineers

We will build houses for everyone Now: Recognition of need for change In line with the NDP, we will help you get a house, starting with a piece of land with services

16 Recommend two prong approach
Upgrading of informal settlements - on land people already occupying Build on existing Upgrading informal settlement subsidy programme Managed Land Settlement - on new land Introduce a new Managed Land Settlement subsidy programme
