Regional Solid Waste Grants Program

Overview The Regional Solid Waste Grants Program implements section of the Texas Health and Safety Code by passing through appropriated funds to the 24 Councils of Governments (COGs) throughout Texas.

Funding Allocations Funds are distributed to each of the 24 COGs based on a formula taking into account population, geographic area, percentage of solid waste fee revenue generated within each region, and public health needs.

Fund Use The COGs use the funds to:
Maintain a Regional Solid Waste Management Plan Maintain a solid waste advisory committee Reviews municipal solid waste permit applications and registrations Provide technical assistance to local governments Provide education, training, and outreach Conduct sub-grant pass-through solicitations, awards, and administration

Entities that are Eligible to Apply for Grant Funds
Cities Counties COGs School Districts Other State authorized districts/authorities with responsibility for solid waste and water quality planning

Eligible Project Categories
Local Enforcement Litter and Illegal Dumping Cleanup Source Reduction and Recycling Local Solid Waste Management Plans Citizen’s Collection Stations, “Small” Registered Transfer Stations* Household Hazardous Waste Management* Technical Studies Educational and Training Projects Other Types of MSW Projects (*Certain projects may require additional approval from TCEQ permitting/regulatory programs)
