3 1. Purpose of this presentation
The purpose of this presentation is to outline the Annual Performance Plan 2011/12 commitments, aligned to the strategic plan as reviewed.

4 2. DCoG MANDATE Our primary mandate is to: 1. Develop and monitor the implementation of national policy and legislation seeking to transform and strengthen key institutions and mechanisms of governance to fulfill their developmental role; 2. Develop, promote and monitor mechanisms, systems and structures to enable integrated service delivery and implementation within government; and 3. Promote sustainable development by providing support to and exercising oversight over provincial and local Government.

5 3. VISION STATEMENT An integrated, responsive and highly effective governance system.

Mission statement Our mission is to facilitate cooperative governance, and support all spheres of government through: Development and implementation of appropriate policies and regulatory mechanisms to promote integration of government development programmes; Achievement of social cohesion through the creation of enabling mechanisms for communities to participate in governance; and Monitoring and evaluation of cooperation amongst government stakeholders to achieve improved service delivery.

8 7. Development of the ANNUAL PERFORMANCE Plan 2011-12 process
Subsequent to the signing on Delivery Agreements and performance contracts based on outcome 9, The Strategic Plan was reviewed and updated. The Annual Performance Plan 2011/12 is developed NB. The documents were developed through a consultative process with relevant stakeholders.

The subsequent slides below reflect the strategic goals and objectives to be pursued in the current financial. The strategic objectives are supported by the targeted projects as indicated in the Annual Performance Plan 2011/2012.

To strengthen the capacity & capability of the department to deliver on its mandate. Management of internal financial, administration and human resource systems To provide media engagements and capacitate municipalities in communication strategies To improve the strategic management & governance process To ensure integrated planning and reporting. To improve cooperative governance across the three spheres To develop a revised white paper on local government To improve performance monitoring and evaluation To create a knowledge base decision making To review and amend local government policy and legislation.

To deepen democracy through a refined Ward Committee system To review & strengthen a legislative framework for ward committees & community participation To provide support measures to ensure functionality of ward committees by 2014 To provide & implement a policy framework for the Community Development Workers Programme To implement a differentiated approach to municipal financing, planning and support To ensure the availability of the policy framework for differentiation. To facilitate the development of credible and simplified IDPs informed by the unique nature of municipalities; To implement a new approach to coordination of support and capacity building initiatives

To implement the Community Work Programme (CWP) To ensure the roll out of the CWP in municipalities 10. To facilitate economic development at local level To create jobs through a system supportive of Private Sector Sustainable Employment at local level in all district municipalities
