5 Act 101 of 1997 as amended 31. Institutional forum (1) The institutional forum of a public higher education institution must - (a) advise the council on issues affecting the institution, including (i) the implementation of this Act and the national policy on higher education; (ii) race and gender equity policies; (iii) the selection of candidates for senior management positions; (iv) codes of conduct, mediation and dispute resolution procedures; (v) the fostering of an institutional culture which promotes tolerance and respect for fundamental human rights and creates an appropriate environment for teaching, research and learning; and (b) perform such functions as determined by the council.

7 Composition of Act prescribes: (2) The institutional forum of a public higher education institution must consist of a representative or representatives of - (a) the management, as determined by the institutional statute; (b) the council; (c) the senate; (d) the academic employees; (e) the employees other than academic employees; (f) the students; and (g) any other category determined by the institutional statute.

8 Composition of 44. (1) The IF consists of 32 members, eight members from each of the following sectors: Governance and management; Staff; Students; and The community. (2) The sectors of the IF are composed as follows:

9 Composition of Governance and management sector: (a) Two members of Council (b) Three members of Senate (c) The registrar (d) The Senior Director: Community Interaction (e) The Director: Employment Equity

10 Composition of Staff sector: (a) Three members of the permanent non- professorial academic staff (b) Two members of the administrative and academic support staff (c) One member from the ranks of employees that qualify for membership of the employees' association (d) Two members from the technical support staff

11 Composition of Student sector: (a) Two members of the SRC (b) Two members of the Prim Committee (c) One member appointed by the Societies' Council (d) Two members of the AAC (e) One member from the Student Union appointed by the SRC, preferably from representatives of the SRC on the IF during the previous term.

12 Composition of Community sector: (a) Two members of the Convocation (b) Six persons respectively appointed by bodies representative of civic society, without the exclusion of any sector thereof

14 Actions/observations to date
Observed an increased commitment by management to accelerate an open and transparent transformation process on campus Had discussions with management about the transformation process and support their initiatives Check that suggested new policies and revised policies are in line with the requirements of the act and advise Council accordingly Monitor the implementation of the Act and higher education policies

15 Role to play w.r.t. transformation
Facilitate discussions/debate on campus on transformation with the purpose to give feedback to Council/Management on the views of the "unheard voices of students and staff" Strive to get the IF membership more representative Promote the fact that official IF meetings are open for observers and invite stakeholders to present their views to the IF Invite the broader SU community to suggest issues the IF can explore/investigate/discuss aiming to give feedback to Council ("Code of conduct" for staff/students)
