Problem
The both of the 1st-dot and 2nd-dot types have a charging cycle without operating, but the CDV limits requirement for charging time (duration) to the 1st-dot type.
Clause 11.7 is to only specify testing time (duration), not testing mode, so 11.7 should specify a charging time for not only 1st-dot type but also 2nd- dot type.
Therefore, delete the red text from 3rd dash to cover the both dot types.
