Japan seizes Manchuria and eastern China after Second Sino Japanese War. Italy invades Ethiopia to make up for previous loss. Hitler defies Treaty of Versailles and militarizes.

League of Nations condemned and sanctioned countries, but had no power to enforce them. Western powers could not stop them individually because they were too weak.

One response was appeasement: Policy of giving into an aggressor’s demands in order to keep peace. Another was pacifism: An opposition to all war
