5 Safety and Security Culture Definition
Conclusion : Cultural definition should be based on a positive definition eg “support, enhance, foster” etc Example The assembly of characteristics, attitudes and behaviour of individuals, organizations and institutions which serves as a means to support, enhance and sustain nuclear safety and security

6 Good practices Integration of the Safety and Security departments to have one vision and report through the same Head/Executive. Cooperative agreements across agencies and organisations, regular meetings to coordinate activities At the security organisation started to introduce more about safety terminology and concepts. This had a positive impact on the safety culture-security culture. Involvement of Safety and Security persons in investigations of each other’s area. Celebration/ acknowledgement of successful targets or milestones reached by the efforts of the team/organisation. Multi-organisational or multi-disciplinary debriefing after exercises/ events/incidents. Regular forums/meetings held with the public in neighbouring areas of licensees are held, sharing some information related to safety and security.

7 Recommendations Positive reinforcement of good behavioural and organisational practices, with the intention of improving culture. Emphasis be placed on systems architecture for the support of safety and security culture and their interface. Promotion of the safety and security interface and the overall positive impact on an organisation performance, by persons adequately skilled in the both areas and the interface. This could lead to support and training programmes in this area.

8 Recommendations for the IAEA
The roles and responsibilities for safety and security are well specified in the IAEA guidance. A recommendation is to reconcile both. IAEA could consider developing methodology/tool for evaluation of the culture regarding the safety and security interface Support member state training programmes to enhance training of all staff (both technical and other functions) in both Safety and Security on baseline or core requirements.
