History 1997: Lufthansa recommended expansion of Frankfurt airport due to an expected lack of capacity 1998: Prime minister of the state of Hesse initialized a mediation process 1998 - 2000: Mediation

Why a mediation? Bad experience before, while and after building runway West

Mediation process Duration of the process 15 month. Mediation group consisted of 3 mediators 4 representatives of towns and cities 4 representatives of NGO 2 representatives of economy 1 representative each of airport, Lufthansa, ATC, Federal Ministry of Transport, Hessian Ministry of Environment, Hessian Ministry of Transport, Board of Airline Representatives in Germany and had 24 meetings. Three working groups Traffic, Ecology, Health and Social Matters and Economy met 35 times to prepare discussions and deciasions of the mediation group. 20 studies were assigned and 15 hearings carried out.

Mediation process - results Result of the mediation process was an agreement on expansion of the airport optimisation of the existing system anti noise pact (package of measures for noise mitigation) night flight ban (23:00 to 05:00 hrs) continuation of the dialogue process in the so called Regional Dialogue Forum

History 1997: Lufthansa recommended expansion of Frankfurt airport 1998: Prime minister of the state of Hesse initialized a mediation process 1998 - 2000: Mediation 2000 – 2008 : Regional Dialogue Forum (Regionales Dialogforum – RDF) June 2002: End of the regional planning procedure 2002 – 2007: Two plan approval procedures (side note: airport operator applied not only for an expansion but also for a night flight ban) 18 December 2007: Decision of the Hessian Ministry for Transport on plan approval procedure

Regional Dialogue Forum Regionales Dialogforum - RDF Main tasks: Continuation of the dialogue Objetification of the discussion by information and expertise Guidance to approval procedures Keeper of the mediation results

Regional Dialogue Forum Regionales Dialogforum - RDF Consisted of 33 members: representatives of towns and cities, NGOs, industrie, airport, airlines and air traffic control, churches, unions met 57 times to discuss about and decide on outcome of the project teams work

Regional Dialogue Forum Regionales Dialogforum - RDF Five project teams Anti Noise Pact Optimisation Ecology and Helath Longterm Perspectives had 149 meetings; additional 140 meetings of different working groups took place. 19 studies were ordered and 20 hearings took place. A Citizens Advice Bureau was built up as a liaison agency and information center.

History 18 December 2007: Decision of the Hessian Ministry for Transport on plan approval procedure (including permission to have 17 movements between 23:00 and 05:00 and 150 movements from 22:00 to 06:00) 2008: Installation of Forum Airport and Region (Forum Flughafen und Region – FFR) 21 October 2011: Opening of the new landing runway As from 30 October 2011: night flight ban from 23:00 to 05:00 due to a decision of the higher administrative court in Hesse 4 April 2012: Final decision of the Federal Administrative Court Night flight ban from 23:00 to 05:00 Altogether 133 flights (in average) from 22:00 to 23:00 and from 05:00 to 06:00

Forum Airport and Region Forum Flughafen und Region (FFR) Steering Committee (decision-making body) (Members of Executive Committee, representatives of Hessian State Chancellery, Hessian Ministry of Transport, Expertgroup and Aircraft Noise Commission) Convent Airport and Region discursive dialogue, no decision making body roundabout 60 members that were proposed by the affected municipalities, from the aviation side, the state politics (parties), environmental and local NGOs, trade associations, trade unions and churches and appointed by the Hessian prime minister Environment and Communication Center (Information and Administration) Expert Group on Active Noise Abatement identifies and analyses active noise mitigation measures representatives of airport, airline, ATC, pilots, research institutes, towns and cities, authorities Structure Board of Directors (1 independent member, 1 representative of aviation industry, 1 representative of towns and cities)

Forum Airport and Region Forum Flughafen und Region (FFR) Expert Group on Active Noise Abatement – Procedure Identifying measures for active noise abatement and verifying them for suitability, applicability and ICAO conformity Checking and creating the preconditions for approvability Calculation of noise impact Basic conditions: Safety and capacity requirements are met Noise reduction is achievable Technical and operational feasibility at Frankfurt airport No legal approval in advance

Forum Airport and Region Forum Flughafen und Region (FFR) Expert Group on Active Noise Abatement – Results First package of measures presented in June 2010 containing recommendations for e. g. preferred runway usage (DROps), vertical optimisation of departure procedures, segmented RNAV approach, optimisation of CDA, modification of aircraft engines (B 737) Trial operations end of 2010 / beginning 2011 Monitoring of the measures 2011 / 2012 Monitoring report in June 2012 Currently further development of measures and examination of new suggestions

Forum Airport and Region Forum Flughafen und Region (FFR) Current tasks Installation of an information center in Kelsterbach as contact point for interested citizens, residents, schools, students, organizations and institutions. (Opening soon.) NORAH (Noise-Related Annoyance, Cognition, and Health) study on effects of aircraft, railway and road traffic noise on cognition of children, health and quality of life study is running, results to be published end of 2014

Forum Airport and Region Forum Flughafen und Region (FFR) Current tasks (continued) Development of criteria for granting of a Regional Fund. (The Hessian state government provides a budget of 265 million Euro a so called Regional Fund – Regionalfonds for enhanced measures, particularly for passive noise abatement.) The suggestion of FFR is to give 60 per cent of the funds to private households and 15 per cent to public facilities (schools and kindergartens) for noise insulation and 25 per cent to towns and cities for community development.
