January 2003 Section 6.4 Requirements 6.5 Economic Feasibility For a project to be authorized, it shall be able to show economic feasibility (so far as can reasonably be estimated), for its intended applications. In general, the cost factor changes needed to implement the extensions envisioned by the study group are well within the capabilities of existing technology.
