2 2000-Water Framework Directive

3 WFD Objective & Purpose
> Environmental objective of reaching good chemical and ecological status by 2015 and progressive reduction or phase-out of emissions , discharges and losses of priority substances Art 4 > Purpose – the Directive shall contribute to achieving the objectives of relevant international agreements, including those which aim to prevent and eliminate pollution of the marine environment[…] with the ultimate aim of achieving concentrations in the marine environment near background values for naturally occurring substances and close to zero for man-made synthetic substances Art 1 Maria Brättemark,European Commission DG ENV.B.1"Water, Marine, Soil" unit, WFD team.

4 Two strands of combating chemical pollution of surface waters

33 substances or groups of substances. Priority substances (8) : good chemical status by 2015 and progressive reduction target for emissions, losses and discharges. Priority hazardous substances(11) : additional requirements of phase-out or cessation over 20 years of emissions, losses and discharges. 14 under review whether PHS or not.
