WG Hazardous substances * Marine Strategy 19 November 2003
Controlling chemical pollution of surface waters - state of play of the preparation of a new EU legal instrument under article 16 of the WFD WG Hazardous substances * Marine Strategy 19 November 2003 Maria Brättemark,European Commission DG ENV.B.1"Water, Marine, Soil" unit, WFD team.
2
2000-Water Framework Directive
Establishes a framework for protection of surface and ground waters, which among other things prevents further deterioration and protect and enhance the status of aquatic ecosystems Art 1 Reference : Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 establishing a framework for Community Action in the field of water policy, OJ L327, , p.1. http: //europa.eu.int/eur-lex/ Maria Brättemark,European Commission DG ENV.B.1"Water, Marine, Soil" unit, WFD team.
3
WFD Objective & Purpose
> Environmental objective of reaching good chemical and ecological status by 2015 and progressive reduction or phase-out of emissions , discharges and losses of priority substances Art 4 > Purpose – the Directive shall contribute to achieving the objectives of relevant international agreements, including those which aim to prevent and eliminate pollution of the marine environment[…] with the ultimate aim of achieving concentrations in the marine environment near background values for naturally occurring substances and close to zero for man-made synthetic substances Art 1 Maria Brättemark,European Commission DG ENV.B.1"Water, Marine, Soil" unit, WFD team.
4
Two strands of combating chemical pollution of surface waters
Priority Substances – concern at EU level, EU level Quality Standards and emission controls Other main pollutants – Member State action, including Quality Standards and emission controls – no harmonisation Maria Brättemark,European Commission DG ENV.B.1"Water, Marine, Soil" unit, WFD team.

Strategies against pollution of water Article 16(1)
Specific measures against pollution of pollutant presenting a significant risk to or via the aquatic environment, i.e. ecotoxicity and human toxicity via aquatic exposure Codecision – EP and Council acts on proposal from the Commission Maria Brättemark,European Commission DG ENV.B.1"Water, Marine, Soil" unit, WFD team.
