One possibility (historical imagination): Leaders heard about Manasseh’s allotment – became discouraged! The meeting adjourned. Move to Shiloh – Tent of Meeting set up. Leaders were still loitering about. Joshua’s rebuke! (vs. 3) Joshua’s plan to encourage them (vs. 4-7)

Over time, all of the tribal boundaries began to vanish. We do see - The consolidation of the most powerful tribes: Judah (south), Ephraim (north) = “Israel” The Conquest is in small to what Christ’s millennial conquest will be in large! Revelation 20:1-6 Our spiritual battles today aren't as physically apparent as those of Joshua's time.
