Challenges Recommendation not (well) known beyond the ministry level
Need time to explain the recommendations, how to use them, etc. Target groups unclear: who is in charge for the implementation? Image of a) the Council of Europe (compared to EU) and b) of a recommendation Recommendation is holistic and general and in different states youth is seen more specific (e.g. as economic, educational, social tool) For some the message is to challenging, whereas for others it is to obvious

Ideas Member states are invited to implement the Recommendation on all levels, implies to invite all stakeholders – especially youth organisations, youth workers, NGOs, youth agencies have to be included. Translate it to the national realities (point to specifities) Focus on only one or two points and showcase the examples to take advantage of the diversity of realities: peer learning, examples of good practice to promote the Recommendation to all stakeholders in all member states Marketing the recommendations for target groups: Campaigning, Promoting Regard to the Recommendations in national political documents as well as in local and regional policies and in CSO/NGO strategies Really develop policies for youth work Use in youth work education
