Stage 1 Calculation (>12 days)
Networks should respond to a Referral within 12 business days of the date the Referral was submitted.
This standard is measured over the month with a performance target of 97% per shipper.
Liability payment of £30 per failure.
Stage 1 Population is for nominations referred by shipper for all NWOs.

Stage 2 Calculation (>17 days)
In addition to Stage 1, a further payment is made if a response is not made within 17 business days.
Stage 2 liabilities are calculated at £50 per fail.
It does not have a PPL calculation because these payments do not form part of the overall performance measure. The population will always be reported in whole numbers.
