PARTNERSHIP BETWEEN CETA & THE DEPARTMENT OF HOUSING
PRESENTATTION TO THE HOUSING PRTFOLIO COMMITTEE 2006 AUGUST 30

INTRODUCTION CETA established in terms of the Skills Development Act, 1998 (Act No 97 of 1998). The act provides for an institutional framework to devise and implement national, sector and workplace strategies to develop and improve the skills of the South African Workforce: To integrate those strategies within the National Qualifications Framework (NQF); To provide for learnerships; To provide for the financing through a levy-grant scheme and the National Skills Fund; and To provide for and regulate employment services.

CONSTRUCTION CETA’s MISSION
To promote and ensure quality of education and training in the Construction Sector. CETA’s Business Objectives Developing and implementing learnerships relevant to the sector’s need; Capacitate relevant training providers; Closing the gap between supply and demand for scarce and critical skills; Quality assurance of training processes at training and workplace; and Promoting the credibility of the Construction SETA’s certification process.

COMPOSITION OF SETA Section 11of the Skills Development Act, 1998, provides that: A SETA may consist only of members representing- (a) Organized labour; (b) Organized employers, including small business; (c) Relevant government departments (Department of Housing and Public Works); and (d) Optional (Minister) any interested professional body; any bargaining council with jurisdiction in sector.

Department of Housing Initiatives funded by CETA
Bursaries 10 bursaries awarded to deserving students in 2003 Housing Standards Generating Body (SGB) CETA approved R 1.9 m for 2004/05 to finance Housing SGB projects. The functions of the SGB include the following : generation of unit standards and qualifications in accordance with the SAQA requirements in identified subfields and levels; update and review of unit standards; recommend standards and qualifications to SAQA; and recommend criteria for the registration of assessors and moderators or moderating bodies

CONSTRUCTION CONTRACTOR LEARNERSHIP
CETA funds the Construction Contractor learnership (Mpumalanga) 35 emerging contractors involved R ,00 granted by CETA to finance learnership 34 learners have completed the theory part of the learnership

SUB-COMMITTEES PARTICIPATION
Government representatives serve within the following CETA sub-committees: Finance Skills Development Bursary, and Education Training and Quality Assurance (ETQA)

SUMMARY CETA is a valuable stakeholder in housing, because of its leading role in the construction sector The partnership should be maintained due to the following reasons; CETA assisted the Department through financial support Housing SGB CETA assisted the Department by awarding bursaries to deserving students; Construction Sector Skills Development initiatives directly benefit housing; and It is mandatory that Government should participate in SETA’s
