Elementary & Secondary Education GoAJK Project’s Objectives Achievement of the National Education Policy, which aims at ensuring equal opportunities for all children to quality basic education Improving access to quality basic education for girls and boys To provide access to free quality basic education services for children in un-served and under-served poor and disadvantaged communities by increasing access and retention To improve learning achievement and completion rates at primary level Strengthening of school management structures of these 60 Primary Schools Projects will contribute towards the achieving the National Education Policy, which aims at ensuring equal opportunities for all children to quality basic education These project will contribute to improving access to quality basic education for girls and boys in (AJ&K) To provide access to free quality basic education services for children in un-served and under-served poor and disadvantaged communities by increasing access and retention 12/07/2019

Brief on IDB Assisted Project, “Basic Education for All” Elementary & Secondary Education GoAJK Project’s Objectives (Continued) After implementation of the project the literacy rate of the area will increase More than two thousand new students will be enrolled in these 60 modal Primary Schools and more than twelve thousand students would directly benefit by this project Socio-economic standard of individual and society will improve Quality of life of more than 0.3 million people of these un-served and under-served area will improve Projects will contribute towards the achieving the National Education Policy, which aims at ensuring equal opportunities for all children to quality basic education These project will contribute to improving access to quality basic education for girls and boys in (AJ&K) To provide access to free quality basic education services for children in un-served and under-served poor and disadvantaged communities by increasing access and retention 12/07/2019

9 Proposed model of PPP under the IDB-Project
Brief on IDB Assisted Project, “Basic Education for All” Elementary & Secondary Education GoAJK Proposed model of PPP under the IDB-Project Selection of NGO partners: Through a short list of National NGOs operating schools in AJK The selected NGOs will sign a Framework Agreement (FA) with the Executing Agency for the operation of a specified number of schools for each NGO. Under the FA, an annual subsidy per child will be provided by the project to the NGO to cover; The recruitment of teachers, cost of teaching and learning materials including textbooks, operation and maintenance expenses, and overhead costs in the form of a management fee not exceeding 7% of total subsidy per school The FA shall specify among other things the detail inputs to be provided by the NGO in terms of number and qualification of teachers, learning inputs and professional development for teachers 12/07/2019

Brief on IDB Assisted Project, “Basic Education for All” Elementary & Secondary Education GoAJK Proposed model of PPP under the IDB-Project (Continued) Teachers recruitment and training: Teacher recruitment: Under the FA, the National NGOs will recruit teachers following prescribed Government’s minimum standards (academic and professional qualification) for all new recruits Existing staff: One to two teachers are appointed in these schools at the moment. After implementation mechanism of this project the existing staff will be shifted to other Government Schools wherever it would be required the most Professional development & training: Partner NGOs will provide additional professional development and training of teachers, such as; Professional development for classroom teachers covering subject based interactive teaching techniques, and pedagogic training; Professional development for head teachers covering leadership skills, academic supervision and monitoring, educational planning & school management, community involvement in school management; Capacity development for School Management Committees (SMC) on roles & responsibilities of SMCs, school monitoring and support

Brief on IDB Assisted Project, “Basic Education for All” Elementary & Secondary Education GoAJK Proposed model of PPP under the IDB-Project (Continued) Teaching and learning materials: The FA shall specify the minimum quantity of textbooks and learning materials to be provided by the NGO from the subsidy for each school, based on the national prescribed textbooks and learning materials Supplementary learning materials will be prescribed by the respective National NGOs 12/07/2019

Brief on IDB Assisted Project, “Basic Education for All” Elementary & Secondary Education GoAJK Proposed model of PPP under the IDB-Project (Continued) Performance Assessment: An independent body, the Kashmir Education Assessment Center (KEACE) will undertake standardized assessment tests for students by grade and in the two core subjects (English, Mathematics). The first baseline assessment would be conducted in the second year of project implementation, which will cover all grades and students in the 60 schools while subsequent annual assessment in the third, fourth and fifth year will cover only Grades 2 and 4 students. The assessment results would be a key indicator in assessing the performance of the respective Partner NGOs as well as the performance of the students by school, subject, grade and gender The assessment tests would be competency based and benchmarked against the national curriculum.

Brief on IDB Assisted Project, “Basic Education for All” Elementary & Secondary Education GoAJK Proposed model of PPP under the IDB-Project (Continued) Project Sustainability Sustainability of the project has been taken into account The subsidy to the Partner NGOs for O&M of the schools is to be gradually transferred to the recurring budget of the GoAJK After the 1st year of FA, E&SE Department has to ensure that 50% of the recurrent cost is already provided for in the budget. This cost is to be raised to 100% towards the end of the project The overall subsidy level is lower than current government per student expenditure at the primary level 12/07/2019

Brief on IDB Assisted Project, “Basic Education for All” Elementary & Secondary Education GoAJK Objectives of today’s Workshop: PPP and E-Education in AJ&K are going to be new initiatives Startup workshop was held in June 2015 in the presence of donor (IDB) The donor and the EA agreed to further fine-tune the model (if required) by learning from the existing models in the country It was jointly agreed to hold a consultative workshop before launching of the proposed model of PPP One Day National Consultative Workshop on PPP was held at NCRD Islamabad in Oct 2015. Four Groups of Education Managers were formed to study the best practices of PPP, E-Education, CDP as well as Monitoring and Management Systems across the country Based on these visits, each group submitted its recommendations to the top Management of E&SE. 12/07/2019

Brief on IDB Assisted Project, “Basic Education for All” Elementary & Secondary Education GoAJK Objectives of today’s Workshop (Continued): The participants / expert are requested to give their valuable inputs for effective implementation of the “Proposed Recommendations” while keeping the Geographical, Social, Political and Literacy rate situation of AJ&K in view Following aspects, but not limited to, may be taken into consideration while preparing action plans; Existing Policies, HR, Financial Resources, potentials Policies required to be modified for implementation of the proposed initiatives Resources (Fin / HR) required to implement these Recommendations Expected Constraints and their solutions Set the milestones for implementation of these recommendation with realistic Time-lines 12/07/2019
