During the 1700s, few settlers lived in Texas. There was conflict with Native Americans. As a result, Mexicans did not want to live there. In the early 1800s, more Mexicans moved to South Texas.

They started cattle ranches on its grasslands. At the same time, a handful of Americans moved into East Texas. They built farms. Still, by 1820 only a few thousand settlers lived in Texas. About 30,000 Native Americans lived there.

In 1821, Mexico became independent. Texas was a part of the new country. The new government worried that the United States would try to take Texas.
Mexican leaders made two new laws to invite settlers. The laws relied on people called empresarios, or contractors.

The government gave the settlers title to the land. Title is the legal right to own property. Any Americans who settled would become citizens of Mexico.
