History Governance and Equity: for whom and by who is governance being exercised? Challenge of mantra that economic development depends on advancements of S&T End of World War II: the seed for new forms of governance to cope with the role of S&T, and to increase public’s understanding of and participation in S&T The development of the FTA methods, however lack of ‘quality’ in participation Stakeholders, their perspectives and the representative capacity of participants involved in a certain process are usually not analysed sufficiently and in a systematic way New forms of governance stemming from globalisation and glocalisation, and the need for anticipation of the future needs of governance, risk and regulation Highlighted issues are critical for FTAs role in assuring human rights, freedom, democracy and privacy

Shift from ‘government’ to ‘governance’ and thus a new ‘regulatory’ state Inclusiveness and equity through freedom of association and expression, and an organised civil society with full protection of human rights Democratic society influencing, restraining or blocking policy design and implementation Contributions from firms, institutions, and associations to enhance public policy within a new normative and legal framework Effectiveness and efficiency in meeting society’s expectations and sustainable use of resources The quest for new forms of governance is structured around three pillars

New directions for FTA FTA may need to move towards supporting new governance with: Greater acknowledgement of co-evolution of S&T and society Need to submit FTA practices to interpretation by relevant SSH disciplines FTA activities & umbrella communities should adopt more complex perspectives Need to grasp the community’s readiness to address global issues and to building governance at global level Building capacity in the FTA community, building community links, raising awareness among potential users, and evaluating, monitoring and quality control

[FTA and Equity: New Approaches to Governance] Way Forward and Discussion Need to move toward the embedding forward-looking participatory practices in overall processes of strategic policy and decision making How FTA methods and processes can support a move towards genuine governance and thus more democratic societies? How far building citizen’s capacity in FTA methods and processes lead to more participation in decision making? How can it make sure that visions of different stakeholders can be harmonised and represented in the final decisions, outcomes and products? How can it contribute to governance modes that are more responsive to risk society perceptions, values and apprehensions? How can it help corporate leadership in creating balanced value across a firm’s value and supply chains, building upon strategic CSR?
