Proposals from the Presidency e-Government Working Group Ex – i2010 project

2 e-Gov - some concerns of all the members
What are the role of different actors in e-Government domain? Spread by several others projects of the core tasks/competencies of the e-Government WG. The European Public Administration Network must find new ways to work more integrated between the different working groups. This two concerns must be clarified as soon as possible. The first brings some problems for the functioning of the group it self… less MS participation at all levels: in the last meeting of german presidency 10 countries weren’t there; Only 10 countries replies to the questionnaire made by the german presidency. The decision by some member states no longer to participate in the E-gov group;

e-Gov - some concerns of all the members The aim of the Portuguese Presidency is to clarify the role of this WG for the next 2 years. In the first meeting – 19th October We will invite all the members of the e-Gov WG to assume a consensual position. The aim of the Portuguese Presidency, concerning the eGovernment Working Group, is to clarify the role of this WG for the next 2 years. This is a concern of all off us, so for this reason we will invite all the members of the egov WG to assume a consensual position. Our first meeting will be on October and our purpose is to have a proposal to present to the DG’s concerning the future and the role of eGovernment Working Group.

Continuing with e-Government Working Group To undertake the exchange of views, experiences and good practices Improving cooperation among the EUPAN working groups Common organisation of seminars & workshops We believe that the main objectives for the creation of this group are still valid. We believe that should keep addressing strategic issues, that are brought up by the member states. We believe that should address new European issues that are a challenge for all the member states, like the implementation of services directive. We believe that is possible to improve the cooperation between the EPAN working groups. There are several activities and topics within IPSG and HRWG that are interesting from a eGovernment perspective and we believe that there is a value in merging eGov issues with activities of IPSG and HRWG. We should give more space to other egovernment actors like European Comission and OCDE. Coordinating the work with other key actors (OCDE, EU)

6 Interoperability, collaboration and integration
e-Gov WG – Portuguese proposal Challenges for all Providing real citizen centred services Citizens Customer Management e.g. - e-democracy dimension - products and services get better the more people use them Implement the Services Directive Enhancing the efficiency of public management e.g. - administrative electronic processing e.g. - single point contacts (multichannel) Organisational changes e.g. - Skills and the role of leadership required for achieving the benefits of ICT e.g. - Professionalization of ICT Staff e.g. - ICT Licence for Administrative Staff All the member states have new challenges that need to be able to deal with, like the implementation of services directive in a perspective of administrative electronic processing of transactions of means by a single contact. At the same time it is also important to acknowledge that an optimal use of ICT requires administrations with an innovative climate, skilled personal and good leadership. Providing real citizen centred services isn’t new but continuing a challenge. The public adminstrations must deal with a new form of participation – the e-democracy dimension - products and services get better the more people use them. To achieve this we must know the importance/role of the virtual citizen/consumer networks. Interoperability, collaboration and integration

e-Gov WG – Portuguese proposal 2. Integrate the e-Government themes in other WG’s Examples: HRWG – Study that give ideas about the new skills and the role of leadership required for achieving the benefits of ICT; ICT Licence for Administrative Staff; Professionalization of ICT Staff. IPSG – To study the importance/role of the virtual citizen/consumer networks to have better products and services; to share experiences/best practices regarding the implementation of single point contacts. Regarding the cooperation between working groups those are some examples of themes that could be study on a egovernment context for further discussion in IPSG an Human Resources Group. We are doing a study about the new skills and the role of leadership required for achieving the benefits of ICT. We intend to present this study on the second meeting of egov group. We can also share this study with the 2 other groups.

Next Steps Invitation for the first meeting (19th October) – reinforce the importance of participation of each MS Prepare the e-Gov proposal for the MTP Consult all MS to give ideas for the MTP Next steps: Until the month of August we will send the invitation for the first meeting. In this invitation we will reinfgorce the importante of participation of each MS
