Why is it important?
1. Underserved. DEPTH OF THE CHALLENGE
a. Right now fewer than 15% of high school ELL students are succeeding—are grade-level proficient in reading and math. In districts with long-standing high percentages of ELL students as well as districts recently experiencing a rush of newcomers and beginning English speakers, statistics show that as few as 5% of these students are achieving proficiency levels in reading and math.
