Basic statistics for NA purposes come from the following organizations in Poland: divisions of CSO – after the consolidation of the data collected by the regional statistical offices, and a number of external organizations. The most important are: the Ministry of Finance (general government expenditure and income statistics), the National Bank of Poland (financial sector and balance of payments statistics).

Statistical Surveys Programme of Public Statistics,
Relations between NAD and data providing units are covered by: Statistical Surveys Programme of Public Statistics, Plan of Statistical Elaborations, organizational regulations of CSO divisions.

Statistical Surveys Programme of Public Statistics prepared annually, established by the Statistical Council on proposal of the President of the CSO, approved by the Council of Ministers, defines in detail which data have to be collected by which organization, sets out the timetable for conducting the surveys, sets requirements for submission of the results of the survey.

NAD takes part in the designing the Statistical Surveys Programme of Public Statistics and provides an input related in particular to requirements (subjective and objective scope, timetable etc.) to ensure that the necessary data for GNI compilation will be collected in a proper and timely way. An integral part of Statistical Surveys Programme of Public Statistics is the set of patterns of questionnaires (with explanations) which are also published on website of CSO.

Plan of Statistical Elaborations - information on:
the responsible staff, the surveyed population, the sample size, detailed time schedule for the execution of the survey. There is monthly monitoring for the Plan of Statistical Elaborations. Each branch division of CSO is obliged by internal Organizational Regulations to deliver the data according to NA methodological rules.

Quality of statistical data is also checked by working groups (established by Internal Regulation of the president of CSO) together with representatives of National Bank of Poland and Ministry of Finance. Working groups are interested in specific areas of national accounts (e.g. accounts for general government sector, rest of the world sector).

Example for SBS Control of individual reports conducted by regional statistical offices: comparison of variables of time series, comparison between different reports, contact with respondents, preparation of quality reports on the completeness at the regional level.

Example for SBS (cont.) analysis of aggregated data using control tables by Enterprise Statistics Division, preparation of quality reports of completeness for the whole economy. Reports of completeness of the survey are delivered to National Accounts Division.

data on revenue from SBS are compared with quarterly financial statistics, number of employed persons with employment statistics, value of excise tax with budgetary statistics. Analysis of source data is also carried out by NAD. Selected data are compared with different sources.

Comments and remarks found during the process of analysis are presented to the authors of the surveys to explain any doubts. During the meetings between SBS statisticians, branch statisticians and national accounts some explanations are carried out. Official explanations are delivered to NAD in written form.

Analysis of accuracy and reliability of data collected from special surveys (by Kielce Statistical Office) special representative questionnaire CBSG/01 results described as a report assessment of fiscal data from fiscal audits to use them into the survey concerning large units (documented at the report).

Conclusions: Monitoring of sources used for NA purposes should be improved in near future. More electronic systems (IT programmes) will be implemented to improve the flow of information. The results of conducted controls should be better documented.
