Needs Identification Setting Priorities …and more HYS is part of the foundation of virtually everything that is done in prevention in Washington. It has been around in some form for almost 20 years giving us a wealth of longitudinal data. A little review, survey is done in the fall, results in the spring, with 6th, 8th, 10th and 12th graders. Through ASKHYS.net, anybody can access state and county records. Districts can access their own building data and can give permission for other’s to access. The county’s goal is for HYS to become a user-friendly tool for districts, to help with your data driven decision making. OSPI will have a training on April 27th at the ESD. And I am available to work with you and your staff to help dig through your data and find ways to use it. For example, health teachers might incorporate nutritional data into their lessons, etc.

Student Participation
Skagit County 1,161 (82%) of Grade 6 students 1,151 (82%) of Grade 8 students 1,036 (70%) of Grade 10 students 748 (53%) of Grade 12 students Response rate: the goal is 70 percent or more, high enough that we can generalize responses to the whole grade. All response rates went up compared to Grade 12 presents its own challenges, but maybe there’s room to go up. In that case, information really only pertains to that group of 12th graders, we can’t generalize that information is true for all 12th graders.

Spotlight on changes Most results are at or slightly below 2014.
Eighth grade outliers. Significant increase in lifetime sexual abuse. Significant improvements in bullying. Now for a quick tour of the results. I may not get through everything…but remember this is available to you. Overall, results are at or slightly below But there are several areas where the 8th grade results stand out, and some with 6th, some for the positive and some that need improvement. I have pulled out some notable results. It’s a lot of graphs, but I think it’s important to see the visuals. Footer

Students Know How to Report Bullying Percent of students who report they know how to report bullying at school | Your students know what to do to report bullying. Eighth graders have especially learned this lesson since 2014. Skagit County - Source: 2016 Healthy Youth Survey

School Tries to Stop Bullying Percent of students who report teachers or other adults at school “almost always” or “often” try to stop bullying Again, there’s a significant increase among 8th graders who believe teachers and other adults at school try to stop bullying. Lifetime Sexual Abuse Percent of students who report having ever been in a in a situation where someone made them engage in kissing, sexual touch or sexual intercourse when they did not want to This is an area of concern, again, especially with 8th graders. In 2014, 8th 10 percent of 8th graders reported experience sexual abuse. For 10th graders it was 13 percent. Grade 12 increased from 17 percent, a small statistical increase from 2014. I strongly suggest that when you look at your district results, and Burlington-Edison where you have more than one 8th grade, look at your schools, make sure to look at this. It’s question 129. Substance Use at School Percent of students who report being drunk or high at school in the past year More good news: 8th grade is almost half of what it was in th and 12th grade are about the same. Skipping School Percent of students who report skipping 1 or more whole days of school in the past 4 weeks Another area of concern: More 6th graders are skipping school compared to At 16 percent, it’s a small increase statistically, but it bears watching. Lifetime Sexual Activity Percent of students who report ever having sexual intercourse in their lifetime Significant increase from 2014: 8th grade, 5.7 percent. Other grades the same. 45 percent of 12th graders reported first having sex at age 16 or younger. Skagit County - Source: 2016 Healthy Youth Survey

Opportunities for School Involvement Percent of students who report that they have lots of chances for involvement in school activities Significant increase in all grades as compared to 2014. Skagit County - Source: 2016 Healthy Youth Survey

Excessive Television/Video Game Use Percent of students who report 3 or more hours watching television, playing video games or using the computer for fun on an average school day I just thought you’d find this interesting. Substance Use At or slightly below 2014.
First results since cannabis retailers. More 8th graders reporting use. What is the goal? The good news is that use has not significantly increased overall since the 2014, not even for marijuana, which was a concern with cannabis retailers. But before we get too comfortable, as we look at the rates we need to think about where we want those levels to be?

Current Alcohol Use Percent of students who report having drunk a glass, can or bottle of alcohol in the past 30 days Lower than 2014, but almost 1 out of 10 8th graders and 1 out of 5 10th graders. Skagit County - Source: 2016 Healthy Youth Survey

Levels of Alcohol Use 22 percent of 12th and 15 percent of 10th graders surveyed report problem or heavy drinking. Skagit County - Source: 2016 Healthy Youth Survey

Current E-Cigarette Smoking or Vaping Percent of students who report using an electronic cigarette, e-cig or vape pen in the past 30 days This went down from 2014, but we’re still talking 1 out of 10 10th graders and almost 2 out of 10 12th graders. Use liquid with nicotine in it as opposed to nicotine free flavored liquid or cannabis liquid. Skagit County - Source: 2016 Healthy Youth Survey

Current Illegal Drug Use Percent of students who report using illegal drugs in the past 30 days (not including alcohol, tobacco or marijuana) About 100 of the 1,350 students in 8th grade and up report using illegal drugs. Side note: When I was a P/I I loved it when I would go into a class to talk about these results and a student would point out that ALL of these substances are illegal for students. There’s actually been a bit of confusion around that with marijuana. Some thing the legal age is 18, same as cigarettes. (It’s 21.) Skagit County - Source: 2016 Healthy Youth Survey

Current Prescription Drug Use Percent of students who report using prescription drugs not prescribed to them in the past 30 days About 100 out of 1300 students who answered question, almost exactly the same as last survey. School climate Most students are enjoying school and feel safe.
Bullying is at or below what it used to be. Students know where to get help when they are bullied, especially 8th graders. So as a I said earlier, we are making significant strides in bullying prevention and teaching students what to do when bullying occurs. Students report a higher level of school enjoyment and a feeling of safety. Especially the 8th graders. Footer

Weapon Carrying at School Percent of students who report carrying a weapon on school property in the past 30 days THIS HAS STAYED THE SAME, however, this does represent 176 students who reported bringing a gun, a knife or a club to school over the previous month. Life outside of school Biggest changes in this category:

Area of Concern: Suicidal thoughts
Depressed: A third of 10th graders. Contemplation: 1 out of 4 in grades 8, 10 and out of 7 in grade 6. Plan: About 15 percent of 8th, 10th and 12th grade respondents. Another area to play close attention to in your district and school results. Starts with question 130. Footer

Strong Protective Factors
Resiliency Builders include: Individual: Perceive substances as harmful. Environmental: Low perception of availability of substances. Family: Perception that parents think its wrong to use substances. Community: Someone to talk to. Each of these domains has questions related to substance use, perceptions about availability, prosocial activities, etc. This is just a sampler. Footer
