www.balticbiogasbus.eu3 Introduction This study has been prepared within the project The Baltic Biogas Bus, which is funded by the Baltic Sea Region Programme 2007-2013. By participating in the project Tartu City has made a commitment to start using buses running on biogas in urban trasportation and to establish the corresponding infrastructure. On January 1st 2010 there were 103 284 inhabitants in Tartu Area 38.8 square kilometers Public transport is based on buses 23 daily routes, people are served by 50 buses Current diesel engine buses are not environmentally friendly. The project is supported by the good existing natural gas pipeline network.

www.balticbiogasbus.eu5 Introduction Terms to construct a compressed gas filling station Environmental, safety-related and technical aspects must be considered. Methane is lighter than air; disperses quickly in case of leakage Gas explosion danger smaller than on the liquid fuel; ignition hazard on 2x higher temperature Refueling is safe because the system is completely closed Only noise source is the copressor system; noise made by vehicles driving to refuel (circa 2 times smaller than liquid fuel engine vehicles) The existence of the central pressure gas pipelines, substations, and an access road are considered as good construction conditions.

www.balticbiogasbus.eu6 Terms to construct a compressed gas filling station The gas station has to be located in a logistically easily accessible place for the buses and allow buses to refuel without any problems (including a sufficient capacity, minimum refueling time, compatible territory for the buses for turn overs). Given the proposed location of the bus park in Ropka industrial district, it is feasible to build the gas station in the same section of the town. Introduction

www.balticbiogasbus.eu7 Purpose of the study * To analyse and compare two possible locations (Tähe 118 and Tähe 135e) for the gas station, considering economical, environmental, safety-related and social aspects and to choose a suitable placing for the gas station.

www.balticbiogasbus.eu10 Methods Following criterions were compared: position in the city; position in the urban network lines; position concerning surrounding businesses; position concerning neighbourhoods and homes; frequency of attendance in the location; noise; existing communication means and communication means construction opportunities; imposed detailed plan in the location; side cost share of the investment; intended use of the location; ownership form and owner of the location;

www.balticbiogasbus.eu12 Results Results of the comparison are shown in the following table, where + stands for beneficial, - not beneficial and +/- mediocre choice. Comparison and assesment tables show that the most optimal location for the compressed gas filling station is location 2 – Tähe 135e.

www.balticbiogasbus.eu13 Summary and recommentations Comparison and assesment tables show that the most optimal location for the compressed gas filling station is location 2 – Tähe 135e. Begin negotiations with Tähe 135e real estate owner to set up a compressed gas filling station on the property. Begin negotiations with a potential compressed gas filling station builder. In case of a successful attainment of the project other regions and locations in Tartu should be considered for setting up gas stations.
