2. Module 9 What will I learn?
The need for staff training and capacity development and the main components of a staff training and development programme.

3. Staff training and capacity development
The responsibilities of the NPPO [as stated in IPPC Article IV 2 (h)] include staff training and development. An NPPO carries out a diverse range of activities and its staff should have the appropriate qualifications, skills and experience.

4. Staff training and capacity development
An effective NPPO will:
Try to ensure that all of its functions are performed by people with appropriate skills and experience
Follow international standards and nationally accepted protocols and operating procedures
Support staff training and development and focus on continual improvement
Have adequate financial and technical resources

5. Staff training and capacity development
A staff training and development programme may include:
A dedicated unit for training and development
A strategic plan
Documented training packages, standards, protocols and operating procedures
Access to training facilities and equipment

6. Staff training and capacity development
A staff training and development programme may include:
Agreements with educational and research organizations
Outsourcing for trainers and specialized experts
Secondments / staff exchanges with other NPPOs or relevant organizations
